72 香港中文大學年報 CUHK Annual Report 2021–2022 The risk management framework developed in the University helps embracing risk and building resilience in the face of uncertainty. The University continues to tackle different challenges in the region and even the global environment. Risk management of identifying, assessing and mitigating risks becomes more important than ever. Adopting the bottom-up approach, the University’s annual risk review exercise in 2021-22 involved 45 units / offices to update their respective local risk registers. About 190 risk items have been identified in the process. The top-down approach distilled the collected risk information from inside and outside together with specific evaluation by the management into the University’s institutional risk register. The Council approved this institutional risk register which contained key mitigations for monitoring the following risk groups: • Academic and Student Experience • Business and strategy • Compliance • Financial • Human resources • Information technology 大學設立了風險管理框架,有助於在複雜多變 的環境下承擔風險,建立韌性。對大學而言, 面對地區乃至全球環境的各項挑戰,透過風 險管理去識別、評估和減低風險,日見重要。 大學在2021-22年度進行之年度風險管理檢 討,採取從下而上的方式,過程涉及四十五個 單位或辦事處,更新了各自適用的風險管控 表,識別了約一百九十個風險項目。 大學亦採取自上而下的方式,將收集到的內部 和外部風險信息與管理層的具體評估融合,收 錄於大學的機構風險管控表中。該表就以下風 險組別提出主要應變措拖,並獲得大學校董會 的批核: • 學術及學生體驗 • 商業及策略 • 合規 • 財務 • 人力資源 • 資訊科技 風險管理 Risk Management
