校董會主席序言 Foreword by Council Chairman 5 教資會在 2016 年發表的《香港教資會資 助高等教育院校的管治》報告中，確認其 他國家高等院校在管治方面的良好做法， 有助啓發教資會資助院校的校董會提升 管治效能和透明度。報告撰寫人 Howard Newby 爵士認為，當政府投入大量資金發 展高等教育，它需要給予大眾足夠信心， 確保這些公帑運用得宜。同時，良好的管 治有助維護大學自主，增強市民對院校的 信心。 我相信，中大校董會和各委員會的重組為 大學改善管治邁出關鍵步伐，並回應市民 對大學向公眾負責的訴求。 我誠邀各位細閲 2023 至 2024 年度《香港 中文大學年報》，並繼續支持我們在教 學、研究、創科和社區服務等方面追求卓 越，貢獻香港、國家以至全世界。 香港中文大學校董會主席 查逸超教授 The report Governance and UGC-funded Higher Education Institutions in Hong Kong , released by the University Grants Committee (UGC) in 2016, identified some international good practices in the governance of higher education institutions, with a view to enhancing the effectiveness and transparency of the governing councils of UGC-funded institutions. Sir Howard Newby, who prepared the report, rightly observed that where large amounts of public funding were invested in higher education, the wider public needed to feel confident that these scarce resources were being invested appropriately and effectively. He added that good governance helped guarantee the autonomy of universities by sustaining and building public confidence in them. I believe that the reorganisation of the Council of CUHK and the revamp of Council committees are important steps in strengthening the University’s governance to meet growing public expectations of accountability. As I recommend The Chinese University of Hong Kong Annual Report 2023-2024 to you, I also seek your continued support for our endeavours to pursue excellence in education, research, innovation and community outreach.
