管理與行政 Governance and Administration 93 大學校董會屬下委員會職能簡述 Functions of Council Committees 行政與計劃委員會 Administrative and Planning Committee 行政與計劃委員會依據《香港中文大學條例》成立, 協助校長執行其職責,提出大學發展計劃,協助校長 審核與統籌大學經常及資本開支的年度預算及補充 預算。該委員會亦按《香港中文大學條例》規定,審 核或建議某些職級之聘任,並處理大學校董會提交 該委員會處理的其他事宜。 The Administrative and Planning Committee is a statutory committee established to assist the Vice- Chancellor in the performance of his duties, to initiate plans of University development, and to assist the Vice- Chancellor in reviewing and coordinating the annual and supplementary estimates of recurrent and capital expenditures of the University. The Committee reviews or proposes certain academic and administrative appointments as stipulated in the Statute before these appointments are made. It also deals with other matters referred to it by the Council. 審核及風險管理委員會 Audit and RiskManagement Committee 審核及風險管理委員會審查大學核數師的報告及管 理層對大學及附屬公司周年綜合財務報表的回應,在 各自的董事會審核前檢閱《大學年報》及大學周年綜 合財務報表和附屬公司的財務報表,並就挑選和委任 大學核數師作出建議,及檢視和通過三年度和年度的 內部審核處的工作計劃。委員會亦制訂、檢討及更新 由大學校董會通過的風險管理政策,並負責其他與大 學風險管理及管控有關的事宜。 The Audit and Risk Management Committee reviews external auditors’ reports and management responses for annual consolidated University and subsidiaries’ Financial Statements, the Annual Report and annual consolidated University Financial Statements and subsidiaries’ Financial Statements prior to their respective Boards of Directors’ approval, and recommends the selection and appointment of external auditors, and considers and approves 3-year and annual internal audit plan. The Committee also formulates, keeps under review and updates a risk management policy for approval by the Council and is responsible for other matters in relation to risk management and control of the University. 校園發展委員會 Campus Development Committee 校園發展委員會就大學設施規劃和發展的相關事宜 向大學校董會提供建議,並就校園發展計劃的更新 作出建議。委員會在策略層面上提供高層次的意見, 例如就建議大學校董會的項目提供創新採購和建築 策略的意見,監督所有已核准的設施項目的時間、成 本、品質和功能,並向大學校董會報告,及審核所有 與校園規劃及發展相關的大學校董會/大學校董會屬 下委員會的政策。委員會亦協助管理層與政府和其他 法定機構及社區持份者就校園規劃事宜進行商討。 The Campus Development Committee advises the Council onmatters relating to the planning and physical development of University facilities, and recommends updates of the Campus Master Plan. The Committee provides high level inputs at strategic levels such as providing input on innovative procurement and construction strategy for projects recommended to Council for approval, monitors the time, cost, quality and functionality of all facility projects approved and reports to the Council on the same, and reviews all Council/Council Committee policies relevant to campus planning and development. The Committee also assists Management in its negotiations with Government and other statutory authorities and relevant stakeholders in the community in connection with campus planning matters. 大學校董會共有十二個向其負責的常設委員會,其職能簡述如下︰ There are 12 standing committees accountable to the Council, the functions of which are summarised below:
