校園建設與環境保護 83 CAMPU SDEVELOPMEN T AN DENVIRONMENTA L PROTECTIO N 新架構效率髙 建築處於一九九八年四月重組為校園發展處和物業管理處， 其後校方委任外地顧問評估校園發展處的運作，發現新架構 效率高，表現更比一般綜合性研究型大學同類部門優勝。 事實上，雖然一九九九至二零零零年度資金緊絀，但校園建 設工作繁重，成果豐碩。年中進行三十二項大型建築計劃 和改善工程，總值約十七億港元，另有三十項斜坡鞏固工 程，總值約一億七千萬港元，而小型工程的總開支亦達五千 九百萬港元。 新建築物 政府於二零零零年四月完成調查本地受資助院校的校舍空間 使用情況。雖然報吿指出中大校舍短缺，但政府仍然暫停 資助大型建設項目，三個早前已獲政府原則上批准興建的計 劃也因而擱置。校方在致力尋求解封該三項資助之時，分別 於二零零零年二月和六月獲得撥款，為二十一個斜坡進行鞏 固工程，以及將敎職員宿舍改作敎研輔助設施和學生宿舍。 座落崇基校園的第五期敎學大樓重建計劃已近竣工階段， 將由政府有關部門檢驗。 A New System in Operation Subsequent t o the reorganization o f the previous BuildingsOffice into the Campus Development Office and the Estates Management Office i n A p r il 1998, a comprehensive review was conducted o n the new system w i th the assistance o f overseas consultants. The review report confirmed that the Campus Development Office had been efficient i n its operation andgiving it s best, performing 'a t a level higher than typically found i n comparable comprehensive research universities'. Indeed 1999-2000 was a n extremely busy and fairly fruitful year as fa ras campus development i s concerned, despite a rather poor financial climate. Du r i ng the year, a total o f 32 capital and improvement projects a t different stages o f implementation were being managed. Their total w o r th was some $1,700 million. A t the same time, 30 tasks related t o slope stabilization a t a total value o f $170 m i l l i on were conducted, while the costs o f smaller items o f m i n or works added u p t o some $59 million. Capital Projects A n overall review commissioned b y the government o n space and accommodation o f UGC-funded institutions ended i n A p r i l 2000. While the review report points t o substantial spatial shortage a t the University, th e silent moratorium imposed b y the government o n capital subvention was no t lifted. Three major capitalprojects ha d therefore t o be shelved although approval i n principle t o proceed had been given earlier. Amidst extensive efforts t o resuscitate the suspended projects, one l o t o f stability improvement construction o n 21 slopes was given funding f o r implementation i n February 2000. T w o projects t o convert existing staff residences into academic support facilities and student quarters were also given the green light t o proceed towards the end o f June 2000.
