捐贈、財務與賬目 93 DONATIONS , FINANC E AN DACCOUNT S 財務與賬目 儘管大學敎育資助委員會在這三年撥款期(一九九八至二零 零一年)削減對大學的撥款,中大仍能藉著穩健的財政基 礎,髙效率的管理制度,以及不斷改進的工作流程,於一九 九九至二零零零年度取得滿意的成績,財政狀況更趨穩固。 截至二零零零年六月三十日止,大學的資產淨值大幅上升 了百分之二十四,達三十三億元。由於專用基金頗有增長, 而儲備金亦獲注資,現金及定期存款上升至二十五億元。 在敎資會削減撥款的影響下,經常收入只得三十億元,比 上年度下跌了百分之三(即八千七百萬元);而政府也繼續 凍結本財政年度的學費。但由於校方適時地改變了投資策 略,致使本年度的利息及投資收益增長了百分之八,總額達 一億一千四百萬元。校長在千禧年之初向各界友好呼籲捐助 成立大學發展基金,反響熱烈,而其他基金的進賬及捐款也 於今年大幅增加,使專用收入躍增百分之十八,達十六億 八千萬元。本年度撥進敎資會撥款平衡賬的淨盈餘共一億零 八百萬元,使其累積結餘增加至四億四千七百萬元。 今年的經常支出則上升了百分之五點八(即一億五千四百萬 元),達二十八億元。其中敎務經費增長了百分之四點九 (即一億元),反映了大學追求卓越敎研成就的努力。行政經 費仍維持在經常支出的百分之六以下,比較其他受敎資會資 助院校的同類比率,顯示了極高的成本效益。 香港逐漸走向知識密集型的經濟,大學在當中的角色亦日 益吃重。中大正不斷地拓展與工商企業的策略性合作,以促 進科技轉移和創造新知識。而由於本校的資源管理優良, 這類活動於未來幾年將會更為蓬勃。 Finance and Accounts With, a sound financial base, a heightened awareness o f value-for-money practices, an d continuous efforts at re-engineering, the University successfully maintained a healthy financial state a t the end o f 1999-2000 , notwithstanding the funding cu t imposed b y the University Grants Committee ( UGC) f o r the current t r i e n n i um o f 1998-2001. As a t 30th June 2000, th e University's financialposition was strong, registering a 2 4 per cent g r ow th i n net assets t o reach $3.3billion. The cash and time deposits balance also amounted t o $2.5 billion as specific funds continued to grow and reserves were built up . Reduction i n U G C recurrent grants was the main cause o f the drop i n total general income b y some 3 pe r cent, o r $87 m i l l i o n, t o $3.0 billion. T u i t i on fee was frozen b y the government f o r the second year. O n the other hand, as a result o f the timely change i n investment strategy, interest and investment earnings increased b y 8 pe r cent t o reach $114 m i l l i on during the year. Specific f u nd income also increased b y 1 8 per cent t o $1.68 billion, a large part o f w h i ch was attributed t o donations made i n response t o the Vice-Chancellor's m i l l e n n i um appeal t o set u p thegeneral endowment fund. The net surplus o f $108 m i l l i on f o r the year was transferred t o the U G C equalization account , the balance o f w h i ch n o w stands a t $477 million. Total general expenditure i n the year rose b y5.8 pe r cent, o r $154 million, t o $2.8 billion. Academic expenditure increased b y 4.9 pe r cent, o r $100 million, w h i ch was indicative o f the University's c omm i t me nt t o excellence i n teaching and research. Expenditure o n general administration was consistently kept l o w a t about 6 pe r cent of general expenditure, w h i ch was among the leanest i n al l UGC - f u n d ed institutions. The local economy is fast becoming a knowledge-based economy, wh i ch means universities w i l l have a more important role t o play. The Chinese University has been forging strategic alliances w i t h businesses and industries t o promote technology transfer and the creation o f new knowledge. These activities w i l l require the backing of effective and innovative resource management, w h i ch has become part o f the institutional culture.
