金耀基校長於二零零二年十月 二十二日就中大與科大合併議題, 與學生交換意見。 The Vice-Chancellor met with students to discuss the issue of institutional integration on 22nd October 2002. Two Major Issues The first things that cropped up were the issues of university governance and institutional integration, both having arisen from the UGC's Report on Higher Education in Hong Kong (the Sutherland Report) released in March 2002. The former called for an overall review of institutional governance and management structures to ensure they are fit for a university of the 21st century. The latter was seen as a means to create an elite university that could be strategically identified as the focus of public and private support, capable of competing at the highest international levels. This became an issue in October 2002 when the new Secretary for Education and Manpower openly suggested a merger between the University and the Hong Kong University of Science and Technology (HKUST) to form such a university. High-level task forces were established to deliberate on the two issues, each with the chairman of the University Council serving as its convener. The Task Force on University Governance came up with an interim report in May 2003 to address the relevant recommendations of the Sutherland Report. Amongst its suggestions is the establishment of an Executive Committee of the University Council consisting of 14 members, who will be delegated part of the Council's powers to manage and control the affairs of the University on a day-to-day basis. This will be the first step in the restructuring of the Council as a decision-making and executive body. The task force will also review other governance structures of the University including the Senate and propose changes where necessary.
