In the year under review, subventions from government on a recurrent basis were still the major source of revenue, accounting for 51% of the total income. As a result of the funding cut imposed in the previous years, the level of block grants dropped more than 10% and the net surplus from government funded activities, also dropped to $37 million at the end of this financial year (compared to $92 million in 2005). Surplus from non-government funded activities soared to $1,407 million due mainly to the success of fund-raising campaigns. Such funds have been committed to cover the development costs of two new colleges, scholarships and prizes, internationalization and student exchange activities, as well as expenditure for niche areas of development for the coming years. Donations received under the Second and Third Matching Grant Schemes amounted to nearly $900 million. A government grant of $250 million was received in 2006 for the Second Matching Grant Scheme; disbursement of the Third Matching Grant Scheme was released from the government in the financial year 2006-07.
