81 捐 贈 、 財 務 與 賬 目 Donations, Finance and Accounts Finance and Accounts Departments and units continued to build up their capacity in preparation for the change to the four- year undergraduate curriculum which would result in a permanent increase of 3,000-plus undergraduate students on campus in 2012. As a result, a small deficit of HK$166 million arose from the University’s recurrent Block Grant activities in the 2007–08 financial year and the deficit was covered by the reserve built up over the past years. The overall surplus was HK$683 million. Surplus from non-government funded activities which primarily comprised self-financed academic programmes, including the School of Continuing and Professional Studies and other taught postgraduate programmes, stood at HK$620 million for the year 2007–08. Total income for 2007–08 grew by 7% to HK$5,628 million with substantial increase in income from donations and benefactions. Such an increase was mainly attributable to a new round of Matching Grant Scheme. Through the concerted efforts of Council Members, the Vice-Chancellor, heads of Colleges, alumni and other members of the University, the University managed to reach the ceiling of the Matching Grant Scheme immediately after its launch. Donations and benefactions rose significantly to HK$702 million. Interest and Net Investment Income for the financial year decreased to HK$165 million due to unfavourable global investment market conditions. Other income items such as Government Subventions, including Block Grants, Earmarked Grants, Capital Grants, and a Supplementary Grant for pay adjustment, Tuition and Programme Fees, etc., recorded slight increases. Government subventions remained the major component at 56% of the total income in 2007–08. Total expenditure for 2007–08 increased by 14% to HK$4,945 million, mainly in instruction and research, as well as premises and related expenses which included infrastructural and institutional support, in preparation for the impending implementation of the four-year undergraduate curriculum. Taking a longer term view and in order to maximize capital appreciation in the long run, the University revisited its investment strategy by diversifying some funds into units trusts and alternative investments. Total investments at financial year end increased slightly to HK$6,181 million due to deployment of additional funds for investment in 2007–08, despite 財務與賬目 大學的教學及行政部門繼續加強裝備, 以應付新的四年本科生學制。學制改變 將使本科生人數在二零一二年後增加 三千多人。因此,二零零七至零八年度政 府資助的經常性項目錄得一億六千六百 萬元輕微虧損,此數以過去數年所積 存的儲備金支付。是年度的整體運作, 共錄得六億八千三百萬元的盈餘。非政 府資助項目本年度的盈餘為六億二千萬 元。該等項目主要為自資營運教學課程, 包括專業進修學院及各種研究生課程。 大學二零零七至零八年度的總收入較上 年度上升百分之七,至五十六億二千八百 萬元,主要由於捐贈及捐款收入增加所 致。政府落實新一輪配對補助金計劃, 在校董、校長、書院院長、校友及大學 其他成員同心協力下,大學在新計劃推 出後已立即達至配對補助金的最高資 助額。捐贈及捐款大幅上升至是年度的 七億二百萬元。二零零七至零八年度全 球投資市況欠佳,利息收入及淨投資收 益下跌至一億六千五百萬元。其他收入 如政府撥款(包括整筆撥款、特定撥款、 基建撥款及一筆過薪酬調整補充撥款) 和學費及課程收費等只微升,政府資助 仍然是是年度的主要收入來源,佔總收 入的百分之五十六。 是年度總支出較上年度增長百分之十四 至四十九億四千五百萬元,主要用於教 學及研究,以及樓宇及有關支出。後者包 括為應付即將推行的四年制本科生學制 所需的基建,以及大學輔助服務。 為了長遠地提升資產增值能力,大學已 調整其投資策略,將資金分散投資於單 位信託基金及另類投資。雖然投資總市 值於是財政年度減少,由於年中有投放 新資金用作投資,投資的總市值於是財 政年度完結日較上年度的總值輕微上升 至六十一億八千一百萬元。現金及銀行 短期存款則保持平穩,於二零零八年六 月三十日為三十二億九千九百萬元。
