In that year rainfall was exceptionally low. As a result, its residents were restricted to four-hour water supplies every four days. In September of the same year, Rediffusion (Hong Kong) Ltd. broke new ground by introducing a second television network devoted entirely to Chinese entertainment. In November, both the Shek Pik Reservoir on Lantau Island and the Queen Elizabeth Hospital were completed. The sharp increase in the population of Hong Kong after the Second World War resulted in a surge in secondary school student population. In 1963, the secondary school enrolment in Hong Kong was over 160,000, while the only university in the colony—the University of Hong Kong—had some 1,700 undergraduate students in total. That means most of the secondary students were deprived of the opportunities of studying at a local university after graduation. In February 1963 the Fulton Commission headed by John Fulton recommended the establishment of a new university. On 17 October 1963, The Chinese University of Hong Kong was established at an inaugural congregation held at the City Hall. The establishment of CUHK brought the enrolments in universities to some 3,300 in the year 1963–64, nearly doubling that of the previous year. In CUHK’s first graduation ceremony held on 16 October 1964, 135 students were conferred a bachelor’s degree and 45 a diploma, representing the first group of CUHK graduates. Compared to these 180 persons, 3,313 students earned their bachelor’s degrees from the University in 2012.
