尼泊爾地震災後支援 2015年4月25日及5月12日,尼泊爾分 別受7.8級和7.3强烈地震襲擊; 同年 6月14至18日,CCOUC災害與人道救 援研究所所長陳英凝教授(右)率領 經理陳廣慧女士及項目經理黃家寶女 士,前往地震災區考察,包括加德滿 都、勒利德布爾和廓爾喀地區的多個 地點。CCOUC團隊聯繫尼泊爾牛津 大學臨床研究單位,並與國際及當地 救災機構合作,提升當地災害應變能 力,同時為市郊和農村社區災後重建 等需要進行技術評估,作為日後在當 地提供進一步援助的依據 。 CCOUC團隊在尼泊爾的主要工作如 下: •「廿一世紀在亞洲之災後公共衞生 及醫療工作的設計與實施關鍵」培 訓講座,由陳英凝教授主講,近 六十名當地及國際的非政府組織、 醫院管理人員及學術界代表出席參 與; • 在加德滿都一所醫院與尼泊爾牛津 大學臨床研究單位交流,並在尼泊 爾青年基金會的安排下,造訪位 於勒利德布爾的營養復康中心; • 在加德滿都桑庫區的市郊,以及接 近第一次地震震央的廓爾喀地區農 村做實地評估。 CCOUC 團隊將重返尼泊爾,與非政 府組織合作,提升當地的災後復原 力,改善農村公共衞生教育工作;並 期望通過前線工作人員、學術界及學 生之間的夥伴和學人計劃,促進各方 的合作關係。 Capacity Building and Post-earthquake Assessment in Nepal Nepal was struck by a 7.8-magnitude earthquake on 25 April 2015 and a 7.3-magnitude one on 12 May 2015. From 14 to 18 June, Prof. Chan Ying-yang Emily ( right ), director of the Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response (CCOUC); Ms. Chan Kwong-wai Gloria, centre manager, and Miss Wong Ka-po Carol, programme manager, arrived Nepal to visit various locations in Kathmandu, Lalitpur and Gorkha Districts. The team took this opportunity to extend the centre’s network to the Oxford University Clinical Research Unit–Nepal (OUCRU-NP), engage the international and local disaster response sector in capacity building, and conduct technical assessments on the post-quake needs in suburban and rural communities to identify gaps and future response. The CCOUC team’s major works were as follows: • A training session conducted by Professor Chan on ‘Key Issues to Design and Implement Post-disaster Public Health and Medical Interventions for Asia in 21st Century’ in Kathmandu, participated by close to 60 representatives from local and international NGOs, hospital management and academia; • Meetings with the OUCRU-NP at the Patan Hospital in Kathmandu, and paid a visit to the Nutritional Rehabilitation Home in Lalitpur with the help of the Nepal Youth Foundation; • Field-based assessment in the suburban community in Sankhu in Kathmandu District, and in the rural community in Finam, Gorkha District, which is close to the epicentre of the first earthquake. The CCOUC team will be back to Nepal to work closely with NGOs on disaster resilience enhancement and public health education in rural communities. Cooperation among practitioners, academics and students is also expected to be fostered through partnerships and fellowships. 香港中文大學年報 CUHK Annual Report 2014 – 2015 35
