(2) that it shall be the duty of the Council— ( a ) to elect a Treasurer and to determine his duties; ( b) to appoint bankers, auditors and any other agents w h om it seems expedient to appoint; ( c) to appoint an Academic Planning Committee, consisting of the Vice-Chancellor and the Presidents of the severa l Colleges and to receive reports therefrom ; ( d ) to cause proper books of account to be kept for all sums of money received and expended by the University and for the assets and liabilities of the University so that such books give a true and fair statement of the financial transactions and positio n of the University ; (e) to cause the accounts of the University to be audited w i t h in six months after the termination of such financial year as the Council may determine an d to be submitted w i t h a copy of the auditor's report thereon to the Government of H o ng K o ng ; ( f ) to receive annually f r om the Vice-Chancellor and to approve , after repor t f r om the Senate, estimates of expenditure required to carry out the central activities of the University as defined in Statute 24; (g) to receive annually f r om the Board of Governors of each College the estimates of expenditure required to carry out the work of that College and approv e these estimates w i t h such amendments as the Council deems necessary after consultation w i th th e Academic Planning Committee ; ( h ) to authorize capital expenditure u p on the provision of buildings, libraries, laboratories , premises, furniture, apparatus and other equipment needed for carrying on the centra l activities of the University as defined in Statute 24; ( i ) to receive f r om the Boards of Governors of the several Colleges estimates of the capital funds required to enable the Colleges to provide buildings, libraries, laboratories, premises, furniture, apparatus and other equipment needed for carrying out the work of the Colleges and University, and to approve the same w i t h such amendments as the Council deems necessary ; ( j ) in consultation w i t h the Senate to encourag e and provide for research by members of the University; ( k ) to receive reports f r om the Senate and to review the instruction and teaching in courses of study leading to degrees, diplomas, certificates and other award s of the University ; ( l ) after consultation w i t h the Senate, to institute professorships, readerships and senior lectureships and, w i t h the consent of the Board of Governors of th e College concerned , to assign thereto any such professorship, readership or senior lectureship ; (m) to establish Boards of Advisers and to appoint external experts thereto on the recommendation of the Senate; (n) to appoint on such terms and conditions as th e Council may determine each professor, reader and senior lecturer and the L i b r a r i an and the Registrar on the recommendation of duly constituted Boards of Advisers ; (o) to make, on such terms and conditions as the Council may determine, such other University appointments as the Council deems necessary; (p) on the recommendation of the Senate to designate an Appo i n t ed Teacher in each subject as Director of University Studies in that subject ; (q) to appoint external examiners on the recommendation o f the Senate; ( r ) to provide for the p r i n t i ng and publication of work s wh i ch may be issued by the University; and (s) to consider reports f r om the Senate, and if the Council deems it proper to do so, to take action thereon. 6. T h e Council shall meet at least three times in each academic year and additionally on the w r i t t en request of the Chairman of the Council or the Vice-Chancellor o r any five members of the Council. 7. Seven days' notice in w r i t i ng of any meeting of the Council shall be sent by the Registrar to each person entitled to receive notice of the meeting w i t h the agenda thereof , and no business not included in the agenda shall be transacted if th e Chairman or any two members present object. 12
