T h e Co u n c il may make for the proper conduct of its business S t a n d i ng Orders w h i ch it may amend or rescind by simple ma j o r i ty at any of its meetings p r o v i d ed that not less t h an seven days' notice has been given i n w r i t i ng by the Registrar to members of the Co u n c il of the proposal so to amend or rescind. 9. T h e q u o r um at any meeting of the Co u n c il shall be ten . STATUTE 10 Financial Procedure 1. T h e Co u n c il shall fix the financial year. 2. T h e Co u n c il shall appoint a Finance Comm i t t e e, to w h i ch persons w h o are not members of the Co u n c il may be appointed, and all matters w i t h i n the j u r i s d i c t i on of the Co u n c il w h i c h have i mp o r t a nt financial implications shall stand referred to the Finance Comm i t t e e . 3. T h e Finance Comm i t t ee shall s u bm it to the Co u n c i l, before th e b e g i n n i n g of the financial year, draft estimates of income and expenditure, and such estimates, amended a s the Co u n c il may t h i nk fit’ shall be approved by the Co u n c il before the b e g i n n i ng of the financial year. 4. T h e Co u n c il may revise the estimates d u r i ng the course of the financial year. 5. T h e estimates shall show the income and expenditure of the Un i v e r s i ty and the estimated surplus or deficit for the year. T h e estimated expenditure shall be s h ow n under votes, heads and sub-heads. A n y variation of the amo u nt of any vote, hea d or sub-head shall require the sanction of the Council. A n y transfer between votes shall requir e the sanction of the Co u n c i l. A n y transfer between heads shall require the sanction o f the Finance Comm i t t e e. A n y transfer between sub-heads shall require the sanction of the Vice- Chancellor and the Treasurer. 6. As soon as practicable after the en d of the financial year, a balance sheet and income and expenditure account w i t h s u p p o r t i ng schedules shall be s u bm i t t ed to the auditors. 7. T h e audited accounts, w i t h any c omme n ts thereon made by the auditors , shall be submitted to the Co u n c i l. 8. N o t h i ng i n this Statute shall deprive the Co u n c il of power t o invest surpluses or prospective surpluses at any time. STATUTE 11 The Senate 1. Memb e rs of the Senate whose memb e r s h ip derives f r om the provisions of paragraphs (a), (b), (c), (d), (e) and (g) of section 16 of the Ordinance shall remain members of the Senate for so long as they h o ld the office or a p p o i n t me n t by reason of w h i c h they became members of the Senate. 2. Elected members shall h o ld office for three years f r om the date of their election and shall be eligible for re-election p r o v i d ed that they shall cease to be members of the Senate if they cease to be Readers, Senior L e c t u r e rs or Recognized L e c t u r e rs w i t h i n the College by whose members they were elected or if they become D i r e c t o rs of Un i v e r s i ty Studies. Sh o u ld an elected memb er die or resign f r om the Senate or ceas e to be a Reader, Senior Lecturer or Recognized L e c t u r er w i t h i n the College b y whose members he wa s elected or become a D i r e c t or of Un i v e r s i ty Studies a successor shall be d u ly elected w h o shall be a memb er of the Senate for the unexpired period of memb e r s h ip of his predecessor. 3. Subject to the Ordinance and Statutes, the Senate shall have th e f o l l ow i ng powers and duties— (a.) to p r omo te research by members of the U n i v e r s i t y; (b) to regulate the admission of persons to approved courses o f study and their attendance at such courses ; to direct and regulate the i n s t r u c t i on and teachin g i n approved courses of study and to conduct the examinations leading to degrees, diplomas, certificates and other awards of the Un i v e r s i ty ; (d) to make, after report f r om the Faculties concerned, all regulations for g i v i ng effect to the Statuses and decrees relating to approved courses of study and examinations* (e) to appoint internal examiners after report f r om the Boards o f Studies concerne d ; 13
