11 . T h e Co u n c il may r e c omme nd the conferment w i t h o ut r e q u i r i ng attendance or examination of a degree of Ma s t er or Do c t or honoris causa u p on any person who has rendered dis- tinguished service i n the advancement of any b r a n ch of learning or w h o has otherwise rendered himself w o r t hy of suc h a degree; p r o v i d ed tha t the holder of a degree w h i ch has been conferred honoris causa shall not, b y the fac t that he has been a dm i t t ed thereto, be entitled to practise any profession. 12. T h e Co u n c il shall not r e c omme nd the conferring of any degree of Master or Do c t or honoris causa except after consideration of recommendations s u bm i t t ed by an H o n o r a ry Degrees Comm i t t ee consisting of-- (a) the Chancellor ; (b) the V i c e - Ch a n c e l l o r; (c) the Presidents of the several Colleges; (d) the Ch a i r man of the Co u n c il ; (e) t wo members of the Co u n c il n om i n a t ed by th e Co u n c i l; and ( f ) memb e rs of the Senate, equal i n n umb er to the n umb er of the Colleges, elected b y the Senate so that there shall be one memb er of the Academic Board of each College. 13. T h e Un i v e r s i ty may award diplomas and certificates— (a) to students w h o— (i) have attended a course of study p r o v i d ed by the Un i v e r s i ty or by one or more of the Colleges and approved b y the U n i v e r s i t y; (ii) have passed the appropriate examination or examinations; and (iii) have c omp l i ed i n all other respects w i t h the requirements prescribed t h e r e f o r; and (b) to persons other t h an thos e p r o v i d ed for i n sub-paragraph (a) above w h o are deemed b y the Senate to possess the qualification appropriate for the award of such diplomas and certificates p r o v i d ed that suc h persons— (i) have p u r s u ed a course of study therefor at one or more educational institutions i ll H o n g K o n g recognized for this purpose by the Senate ; and (ii) have passed the appropriate examination or examinations of the Un i v e r s i t y. 14. Subject to the r i g ht of appeal f r om the decision of the Senate to the Co u n c il and f r om the decision of the Co u n c il to the Chancellor , the Senate may deprive any person who has been convicted of a felony or w h o i n their o p i n i on has been g u i l ty of dishonourable or scandalous conduct of any degree, diploma, certificate o r other award of the Un i v e r s i t y. STATUTE 23 Examinations Every examination or other test of the Un i v e r s i ty q u a l i f y i ng i n any subject in the final year of study for a degree or d i p l om a or q u a l i f y i ng for a higher degree of the Un i v e r s i ty shall be conducted by a board of examiners w h i ch shall consist of-- ( a ) one or more internal examiners w h o shall be A p p o i n t ed Teachers or Recognized Lecturers i n the subject of the examination ; and (b) one or more external examiner s who shall not be memb e rs of the academic staff of the Un i v e r s i ty or of any of the Colleges and w h o shall not have taken part i n the teaching of the candidates. STATUTE 2 4 Central Activities Thecentral activities of th e Un i v e r s i ty shall be those for w h i c h the Un i v e r s i ty is directly responsible and shall i n c l u de the wo rk o f — (a) the administrative headquarters of the Un i v e r s i t y ; ( b) the Un i v e r s i ty l i b r a ry and laboratories ; ( c) such othe r buildings, institutes and organized activities as shall be determined by the Co u n c i l. 21
