STATUTE 5. The Vice-Chancellor 1. T h e Vice-Chancellor other than the first Vice-Chancellor shall be appointed by the Co u n c il after receiving the advice of a committee established by the Co u n c il and composed of the Ch a i r man of the Co u n c i l, the President of each of the Colleges, t wo members nominated b y the Co u n c il f r om amo ng its n umb er and t wo members nominated by the Senate f r om amo ng its n umb e r. 2. T h e Vice-Chancellor shall h o ld office for such period and on such terms as may be determined b y the Co u n c i l. 3. T h e Vice-Chancellor shall— ( a ) have the r i g ht and d u ty to advise the Co u n c il on any matter affecting the policy, finance and administration of the Un i v e r s i t y; (h) be generally responsible to the Co u n c il fo r the maintenance of th e efficiency and good order of the Un i v e r s i ty and for ensuring the proper enforcement of the Statutes, decrees and regulations; (c) be responsible for the discipline of every student outside the College to w h i ch he belongs and shall report t o the Senate a t its next meeting if he has suspended or proposes to expel any s t u d e n t; and ( d ) present an annual report to th e Convocation on the state of the Un i v e r s i t y; (e) have power to appoint a person to discharge the functions and duties of the P r o - V i c e- Chancellor, a De an of a Faculty, a D i r e c t or of Un i v e r s i ty Studies, the Registrar, o r the L i b r a r i an d u r i ng a temporary vacancy i n any such a p p o i n t me nt or d u r i ng the temporary absence or inability of the holder of any such a p p o i n t me n t; ( f ) have power i n case of emergency to appoint external examiners. STATUTE 6 The Pro- Vice-Chancellor 1. T h e Pro-Vice-Chancellor other than th e first Pro-Vice-Chancellor shall be appointed by the Council, after consultation w i t h the Vice-Chancellor, f r om amo ng the Presidents of the Colleges w h o shall n o rma l ly h o ld this office i n rotation. 2. T h e Pro-Vice-Chancello r shall h o ld office for t wo years. STATUTE 7 The Treasurer T h e Treasurer shall he appointed by th e Co u n c il and shall h o ld office for three years, and may be re-appointed and where he is re-appointed he shall hold office for a f u r t h er period or periods of three years. STATUTE 8 The Registrar and the Librarian 1. T h e Registrar— (a) shall be appointed by the Co u n c il on the recommendation of a Board of Advisers on such terms and conditions as may be determined by the Co u n c il ; (b) shall be Secretary of the Co u n c i l, the Senate, the Convocation, the Faculties and the Boards of Studies and shall cause minutes of their proceedings to be kept ; (c) shall be responsible for the custody o f the Un i v e r s i t y seal and for affixing it to documents i n accordance w i t h the directions given by the Co u n c il i n the exercise of its powers u n d er the Ordinance and these Statutes ; (d) shall be custodian of the records of the Un i v e r s i t y; (e) shall discharge such other duties as are specified in the Ordinance and Statutes and such other duties as may be determined by the Council. 2. T h e L i b r a r i an shall be appointed b y the Co u n c il on th e recommendation of a Board of Advisers on such terms and conditions as may be determined b y the Council, and shall have such duties as the Co u n c il shall determine after consultation w i t h the Senate. 10
