I n every college new student s are given formal instruction on how to make the bes t use of the library facilties. Th is is sometimes don e by members of the teaching departments, sometimes b y the library staff. 15. There is a unanimous conviction amon g members of staff that students ought to b e allowed access to open shelves. 16. Considerable teaching problems are caused both through the shortage of books i n the libraries and also through the students being unable or unwilling to buy the recommended textbooks . A P P E N D I X B . One of our colleagues has declared the following list of skills to be necessary for our graduates if they are to meet the local needs of Hong Ko ng commerce and industry :- "(1) T o ask intelligent questions an d to participate effectively in classroom discussions, seminars, conferences, meetings, etc. (2) T o investigate original and undefined problems, to define problems properly, to establish the pertinent facts, to use imagination in formulating alternat e solutions and to use judgment in selecting th e best solutions to specific problems. (3) T o communicate effectively, both in Chinese and English, in order (a) T o express ideas clearly an d convincingly in oral discussions, (b) T o make presentations and lead conferences and meetings, ( c) T o prepare technical reports covering a variety of situations, ( d) T o write business letters, ( e) T o do technical translations, particularly f r om English into Chinese, ( f ) T o abstract and summarize information. (4) T o design, construct, maintain and repair laboratory and other equipment required for experimental and practical applications. (5) T o use library facilities in seeking information in subjects not covered by course work durin g his college career." No t all teachers would agree that it is the task of a university actually to teach all these skills, but we think it is none the less a valuable exercise to ask oneself whether such qualities are likely to be fostered under our present system of education.
