5. T h e estimates shall show the income and expenditure of the University and the estimated surplus or deficit for the year. T h e estimated expenditure shall be shown under votes, heads and sub-heads. A n y variation of the amount of any vote, head or sub-head shal l require the sanction of the Council. A n y transfer between votes shall require the sanction of the Council. A n y transfer between heads shall require the sanction of the Finance Committee. A ny transfer between sub-heads shall requir e the sanction of the Vice-Chancellor and the Treasurer. 6. As soon as practicable after the end of th e financial year, a balance sheet and income and expenditure account w i t h supporting schedules shall be submitted to the suditors. 7. T h e audited accounts, w i t h any comments thereon made by the auditors, shall he submitted to the Council. 8. N o t h i ng in this Statute shall deprive the Council of power to invest surpluses or prospective surpluses at any time. STATUTE 11 The Administrative and Academic-Planning Committee 1. T h e Administrative and Academic-Planning Committee shall consist of the Vice-Chancellor as Chairman, and the Presidents, or, in their absence, the A c t i ng Presidents, of the several Colleges as members. T h e University Registrar, or in his absence, the De p u ty Registrar, shall serve as Secretary. 2. Subject to the provisions of the Ordinance and th e Statutes, it shall be the duty of the Administrative and Academic-Planning Comm i t t e e :— (a) to assist the Vice-Chancellor in the performance of his duties; (b) to initiate plans of University development; (c) to assist the Vice-Chancellor in reviewing and co-ordinating the annual and supplementary estimates of recurrent and capital expenditures of the Colleges an d those for the central activities of the University, before transmitting t h em to the Finance Committee of the Co u n c i l; (d) to review all proposed academic and administrative appointments by the Colleges and the University that are at and above the level of T u t o rs and Demonstrators or their equivalent (except College Presidents and Vice-Presidents) before these appointments are made by the appropriat e authorities; (e) to be i n f o rmed of all clerical and technical appointments by the Colleges and the University ; ( f ) to deal w i t h other matters referred to it by the Council. 3. T h e Administrative and Academic—Planning Committee shall report to th e Council t h r ough the Vice- Chancellor. STATUTE 12 The Senate 1. Memb e rs of the Senate whose membership derives f r om the provisions of paragraphs (a), (b), (c), ( d ) , (e) and (g) of section 16 of the Ordinance shall remain members of the Senate for s o long as they hold the office or appointment by reason of wh i ch they became members of th e Senate. 2. Elected members shall hold office for three years f r o m the date of their election and shall be eligible for re-election provided that they shall cease to be members of the Senat e if they cease to be Readers, Senior Lecturers or Recognized Lecturers w i t h in the College by whose member s they were elected or if they become Directors of University Studies. Should an elected member die or resig n f r om the Senate or cease to be a Reader , Senior Lecturer or Recognized Lecturer w i t h in the College by whose members he was elected or become a Director of University Studies a successor shall be duly elected who shall be a member of the Senate for the unexpired period of membership of his predecessor. 12
