(2) Unless otherwise expressly provided, any committee may consist partly o f persons who are not members of the Council or the Senate, as the case may be. (3) Subject to the provisions of this Ordinance and the Statutes, the Council and the Senate respectively may, subjec t to any conditions they may think proper to impose, delegate any of their powers and duties to any Board or committee or to any Board of Studies or to any Officer or Director of University Studies. (4) A n y committe e established under this section may make such Standing Orders including provision allowing a casting vote to the chairman thereof for the conduct of meetings as i t thinks fit. Appointe d Teachers , Director s o f Universit y Studie s an d Recognize d Lecturers. 18. (1 ) T h e Appo i n t ed Teachers shall be the Professors, the Readers and the Senior Lecturers. (2) One o f the Appointed Teachers shall be designated by the Council i n consultation w i th the Senate i n respect o f each academic subject as Director o f University Studies i n that subject. (3) A personwho i s teaching i n a College, but who i s not an Ap p o i n t ed Teacher, may be designated i n the manner prescribed by the Statutes a Recognized Lecturer. Faculties , etc . 19. (1 ) The re shall be a Faculty of Arts, a Faculty of Science, a Faculty of Commerce and Social Science, and suc h other Faculties as may be prescribed by the Statutes. (2) T he Council , o n the recommendation o f the Senate, may f o rm such institutes for the promotion o f study and learning as the Council may f r om time t o time determine. (3) T he Senate may establish such Boards o f Studies as i t may f r om time to time determine. Statutes . 20. (1 ) T h e Council may by special resolution make Statutes subject to the approval thereof by the Chancellor prescribing o r providing f o r— ( a) the administration of the University; ( b) membership of the University; (c) appointments, elections , resignation and retirement and removal o f officers and staff o f the Un i v e r s i t y; ( d) examinations; (e) the conferring o f degrees and the award o f other academic distinctions ; ( f ) the powers of the Council and the Senate ; ( g) the Convocation ; (h) the Faculties, their membership and functions; (i) the Boards of Studies’ their membership and functions; (j) the exercise o f any function by the University, the Council, the Senate, the Chancellor, the Vice-Chancellor, the Pro-Vice-Chancellor, Officers, teachers and members; ( k) financial procedure; (l) fees payable t o the University as a condition o f admission t o any examinations held b y the University or for the conferring of any of the degree s of the University or for the award of any diploma or certificate or other academic distinction or for attendance at a University Extension Course o r any similar purpose; (m) the admission of students; (n) welfare o f students; (o) discipline of students; (p) generally the carrying into effect of this Ordinance. (2) No Statute may be made wh i ch w i ll result i n a change i n the constitution o f any o f the Colleges unless the consent of the College concerned to the making thereof has first been obtained. Decree s an d regulations . 21. T h e Council an d the Senate may f r om time to time make decrees and regulations respectively to direct an d regulate the affairs of the University, subject to the provisions of this Ordinance and the Statutes. T he power to make decrees and regulations shall include the power to repeal, amend, add t o or alter any decrees o r regulations theretofore made. Degree s an d othe r awards . 22. T h e University ma y— (a) confer such degrees as may be specified i n the Statutes ; (b) award diplomas and certificates and such other academic distinctions as may be specified i n the Statutes; 5
