(c) provide such lectures and instruction for persons not being members o f the University as the University may determine ; (d) confer degrees honoris causa o f Master o r Doctor i n accordance w i th the Statutes; and (e) subject t o the provisions o f the Statutes deprive any person o f any degree conferred o r diploma, certificate o r other academic distinction awarded b y the University. Honorar y Degree s Committee. 23. There shall be an Honorary Degrees Committee which shall be constituted as provided b y the Statutes for the purpose o f advising the Council w i th regard t o the award o f degrees honoris causa. Contracts . 24. (1 ) Contracts on behalf o f the University may be made as follows— (a) a contract which i f made between private persons wo u ld be required by law to be in w r i t i ng and i f made according to English law to he under seal may be made on behalf of the University in w r i t i ng under the common seal of the Un i v e r s i t y; (b ) a contract which i f made between private personswo u ld be required by law to be in w r i t i ng and signed by the parties to be charged therewith may be made on behalf of the University in w r i t i ng signed by any person acting under the express or implied authority of the Council ; (f) a contractwhich i f made between private persons wou ld be valid by law although made by parole only and not reduced into w r i t i ng may be made by parole on behalf of the University by any person acting under th e express o r implied authority o f the Council. (2) A contract made according to this section shall be effectual in law and shall bind the University and al l otherparties thereto. (3) A contract made according to this section may be varied or discharged in the same manner in wh i ch i ti s authorized by this section t o be made. (4) Instruments under seal made on behalf o f the University sealed w i th the common seal of the Universit y signed by the Chancellor o r Vice-Chancellor or Treasurer of the University and countersigned b y the Registrar shall be deemed t o be duly executed. Savin g a st o certai n deficiencies . 25. (1 ) No vacancy in any of the offices described in section 6 nor any deficiency in the numbers nor defect i n the composition of the Council o r o f the Senate o r of the Convocation shall impair or affect th e corporate existence o f the University o r any powers, rights o r privileges conferred thereon b y this Ordinance. (2) No act o r resolution o f the Council o r the Senate shall be invalid by reason only o f any vacancy in, or any want of qualification by, or any invalidity in, the election or appointment of any member thereof. Crow n rent . 26. Rent payable to the C r own in respect of all land granted to the University by the Crown shall be limited i n total t o ten dollars per annum. I N T E R IM PROVISIONS. U p on the commencement of this Ordinance, the Ch u ng Chi College Incorporation Ordinance , 1955, the Board of Trustees of T he Un i t ed College of H o ng K o n g Incorporation Ordinance, 1957 , and the Memo r a n d um and Articles of Association o f the New Asia College shall have effect only in so far as the provisions thereof are not i n conflict w i th o r inconsistent w i th the provisions o f this Ordinance. Firs t Vice - Chancellor an d first Pro-Vice - chancellor. 28. T h e Governor shall appoint the first Vice-Chancellor and the first Pro-Vice-Chancellor. Interi m Statutes . Schedule . 29. T h e Statutes i n the Schedule shall be o f effect f r om the commencement o f this Ordinance for a period of twenty-four months o r u n t il they are replaced by Statutes made under section 20, whichever period i s the shorter, as though they had been made under section 20.
