C ro z ie r n o t o n ly devo ted 31 years o f his v a lua b le life to the p u b lic service o f H ong Kong , b u t w h o lly ded ica ted i t to the cause o f education, w h ic h endears h im to a ll o f us who have educa tion a t ou r hearts. D r. C ro z ie r jo in e d th e D e p a rtm e n t o f E du ca tion o f the Hong K ong G ove rnm en t in 1931. He soon d is tingu ish ed h im s e lf as a g ifte d teache r, respected b o th b y colleagues and pup ils . I t was also c lea r in his e a rly years o f service here th a t he was n o t o n ly a ded ica ted te a che r b u t s trive d to estab lish a p ro p e r s tand ing o f his p ro fession in the comm un ity . To th is end, he was a p rim e m ove r in th e es tab lish m en t o f the H ong K o n g Teache rs' Associa tion . A f t e r the P ac ific W a r, he was a pp o in ted Senior In spe c to r o f Schools and became in c re a s in g ly in v o lv e d in edu ca tiona l a dm in is tra tio n . He p la yed a s ig n ific a n t ro le in the edu ca tiona l re con s tru c tion o f Hong Kong , in the face o f pressing demands on educa tion since the end o f the w a r. H is o u ts tan d ing pe rfo rm a n ce and sense o f ded ica tio n made h im the obvious choice f o r the im p o rta n t and exa c ting post o f D ire c to r o f E d u ca tion in 1951. D u rin g his tenu re o f office, phenomena l progress was made in the fie ld o f e du ca tio n : an am b itiou s 7 -yea r p r im a ry school expansion p rog ramm e ; schemes to p ro v id e a id to numerous schools; the in tro d u c tio n o f th e Chinese School C e rtifica te E xam ina tion ; the deve lopm en t o f post-secondary colleges tow a rd s u n iv e rs ity status; and the es tab lishm en t o f the G ran tham T ra in in g College, the Te chn ica l Co llege , and the E ven ing School o f H ig h e r Chinese Studies, ju s t to m en tion a few . School en ro lm en t n e a rly qu a d ru p le d d u rin g his te rm o f office. Because o f his a b ility and experience, he was subsequen tly ca lle d upon to serve on the Le g is la tive and E xecu tive Councils and, in re c o g n itio n o f his w o rth y c o n trib u tio n to H ong K ong 's edu ca tio na l deve lopmen t, H e r M a je s ty the Queen appo in ted h im to be a Companion o f the O rd e r o f St. M ich ae l and St. George in 1957. The Chinese U n iv e rs ity o f H ong Kong has a special a ffe c tion and re g a rd fo r D r. C ro z ie r since o u r U n iv e rs ity , established in 1963, is the f r u it o f the seed sown d u rin g D r. C ro z ie r's incum bency as D ire c to r o f E duca tion . In th a t capa c ity , he w o rk e d q u ie tly b u t firm ly beh ind the scenes tow a rd s the c re a tio n o f th is in s titu tio n . Th is is a fittin g occasion to express o u r a p p re c ia tio n to D r. C rozie r, w ho has g iven so m uch to the deve lopm en t o f H o ng K ong 's educa tion , in c lu d in g the b ir th o f th is U n iv e rs ity .
