However, despite the success o f H ong Kong 's general and a d u lt e duca tion in the s tim u la tio n o f in te lle c tu a l and c u ltu ra l de ve lopm en t , there is n o th in g sh o rt o f fa ilu re in deve loping good m o ra l co nd u c t in the e du ca tion o f the in d iv id u a l w h ic h , to me, is as im p o rta n t as teach ing o f concepts and techniques. Take the management o f an in d u s tria l enterprise fo r an e xam p le : w o u ld anyone dare to post an employee o f p o o r co nd u c t in a responsible p osition? I t is understandable th a t no good service and p ro pe r w o rk in g a ttitu d e s can be expected fro m someone w ith little in te g rity . M ay I go a step fu rth e r b y posing the q ue s tion : w o u ld n 't the low e rin g o f to -day's m o ra l standard be the cause o f the m o u n tin g ju v e n ile crim e wave? I t is m y c o n v ic tio n th a t edu ca tion o f the in d iv id u a l and c u ltiv a tio n o f high m o ra l standards are o f such im p o rta n ce th a t the results w o u ld have great im p a c t on the fu tu re o f socie ty. I do hope th a t educators and c om m u n ity leaders w ill make th e ir best e ffo rt to assist the younge r generation in b u ild in g up th e ir character. What I have ju s t expressed are m y sincerest though hum b le views. H aving lived and w o rk e d here fo r several scores o f years, 1 am w e ll a cquainted w ith the d iffe re n t phases o f H ong Kong 's deve lopm ent, and I have cherished a great love fo r it .
