The signing ceremony marked the culmination of negotiations with Government extending over a 5-year period. Although the land was not formally deeded to the University until July 1970 , the Government had authorized the University four years earlier to proceed with development of the campus in accordance with the approved Master Development Plan projected through 1975. Some site development had been accomplished in connection with the Plover Cove Dam Project. Further site formation was initiated in December 1967 and was substantially completed two years later. 心中樂康生師及館書圖新基崇之側場動運院學基崇於位爲中圖 The new Chung Chi College Library and Staff/Student Amenities Building appear just beyond the Sports Field in the centre of the picture.
