As the firs t Chairman o f the University and Polytechnic Grants Com mittee ever since its inception, Mr. Michael Hemes has made a historic and monumental contribu tion in the promotion o f higher education in Hong Kong. The Committee, as we all know, advises Government on subventions to the three institutions o f higher learning. His leadership and understanding is instrumental to the success o f these institutions in providing higher educa tion fo r countless numbers o f our young people. Educated at Eton and later at T rin ity College, Cambridge, where he obtained his Master o f A rts Degree, Mr. Hemes has not only inherited its fine trad ition o f scholarship bu t nurtured, through his studies, a keen con cern fo r the well-being o f others. The public o f Hong Kong is thus able to benefit from the many achievements o f this indefatigable leader , whose community service is as illustrious as his business enterprises. Indeed, the local community need hardly be to ld o f the enormous contributions Mr. Hemes has made to the social and economic life o f Hong Kong, a c ity which owes so much o f its progress and prosperity to this soft-spoken and modest gentleman. In recognition o f his sustained and unfailing efforts in the promotion o f Hong Kong's higher education and its economic prosperity, this Univer sity recommends, Mr. Chancellor, that You r Excellency confer on Mr. Hemes the degree o f Doctor o f Laws, honoris causa. - 5 -
