I hasten to add, for I had no inkling o f the events which were to follow. Sir Run Run saw these two platforms and asked me what they were intended for. I said they would be used for a fourth College when we had the resources to start one. That was all that I said. Sir Run Run, for his part, didn't say anything. He came; he saw; and he le ft. I bade him good-bye at the gate o f the University. A few days later and completely out o f the blue, Sir Run Run called and said he would like to endow the University w ith a new College and asked if $100 m illion would suffice. Thus started the happy chain o f events which have led us to where we are today. Along the way, a number o f prominent friends o f the University also played important parts, and I would like to take this opportunity to thank all o f them. I would like to thank first o f all Your Excellency for giving this whole project your blessing from the beginning. Next, I would like to thank the Hon. Michael Thomas who gave instructions that the drafting o f The Chinese University o f Hong Kong (Declaration o f Shaw College) B ill 1986 be done as expeditiously as possible, and Mr. Leslie Sung, the University's Legal Adviser who dealt w ith the whole legislation as a matter o f priority. I would also like to thank Dr. the Hon. S.L . Chen who had a speaking part in the proceedings in that it was he who moved the b ill in the Legislative Council. Dr. the Hon. Q.W. Lee was privy to every detail o f this major develop ment in the University and gave very useful advice, as he has done on all occasions. I would like to thank him and the three other advisers o f the Board o f Trustees, Dr. T.K. Ann, Mr. H.J. Shen and Mr. Louis Page. Above all I must thank the Patron o f Shaw College, Sir Run Run Shaw, for such a grand gesture o f generosity which is as far-sighted asit is meaningful. Successive generations o f students w ill benefit from this magnanimous endowment. Your Excellency, it is not everyday that the University has the pleasure o f laying the foundation stone o f a whole new college, so you w ill forgive me for being enthusiastic in my praise. On this wonderful occasion, we are most grateful to Your Excellency for honouring us w ith your gracious presence. Your benign and outstanding contribution to Hong Kong, not just to this University, is a matter o f public record. The University is fortunate to have you as Chancellor during this very special period. With these words I have the honour o f inviting you to address us on this happy and auspicious occasion. Speech by His Excellency the Acting Governor and Chancellor o f the University Sir David Akers-Jones KBE CMG JP Dr. Lee , D r. Ma , Sir Run Run , ladies and gentlemen, It gives me great pleasure to officiate today at the Foundation Stone Laying Ceremony o f Shaw College. The Shaw College w ill be the fourth college o f The Chinese University. The establishment o f this new College is not only symbolic o f the expansion and growth o f this University; it is also a tangible demonstration o f the rapid pace o f development of higher education in Hong Kong. Ten years ago, there were only two tertiary institutions providing 2,100 first year degree places for our students. Today, we have five institutions providing 4,200 places. By mid- 1990s, this figure w ill be doubled again to 8,300. In Hong Kong, people are valuable assets. For this reason, the Government has always given priority to education which accounts for the largest single share o f the Government's Budget. With so much already allocated to education, it is d ifficu lt to increase this slice o f the cake w ithout adversely affecting other important areas o f expenditure. For this reason, donations from members o f the com munity to improve our education services are particu larly welcome. They not only represent a commend able civic-mindedness on the part o f those who are contributing to the well-being o f Hong Kong, they also show that the importance which the Government attaches to education is shared by the local com munity. Sir Run Run's very generous donations to charity in general, and to education projects in par ticular, set an example which I hope many others w ill emulate. Within a relatively short period o f twenty-four years, The Chinese University has been able to build up for itself an international reputation. Each o f the three Constituent Colleges has contributed its share to the University's rapid success, particularly in developing the cultural interest o f the students and involving them in extracurricular activities. The University's reputation w ill be enhanced by the addi tion of this fourth member and I have no doubt that Shaw College w ill grow up healthy and strong like her three sister Colleges. I would like to wish Shaw College every success. On behalf o f the Government, the community and all beneficiaries, may I thank Sir Run Run once again for his very generous donation to this most worthwhile project. 2 NEWS
