In ­ creasing difficulties encountered in both academ ic and a dm in istra tive areas p rom p ted an o verall re view o f in stitu tio n a l p o lic y and structure. In F e b ru a ry 1974 th e v ic e - chance llo r appo in ted a W o rk in g Party o n Educational Policy and U niversity Structure to conduct a comprehensive in s titu tiona l self-study. The w o rk in g party issued its fin a l repo rt in Ju ly 1975 w ith tw o major recomm endations ： (1) fu ll academic participation in University governance and (2) the in tegration o f departments. The Second F u lt o n Commission In N ovem be r 1975 the Chancellor o f the University appo in ted a Comm ission o n The Chinese University o f H ong K o n g ， again w ith Lord Fu lton as chairman, to undertake a searching in q u iry in to the fundam ental problem s faced b y the U n ive rs ity and th e ir statutory im plications. The second Fu lton Comm ission p ub lished th e ir repo rt in March 1976 ， w h ic h basically endorsed the sugges tions o f the W o rk in g Party o n Educa­ tiona l Policy and U niversity Structure. New University Or din an ce 1976 The H ong Kong Governm ent accepted the recommendations o f the second Fulton Report and a n ew U n ive rsity O rdinance inco rpo ra ting these recom mendations was enacted in December 1976. It replaced the o ld ordinance o f 1963, and a p e rio d o f m ajor reo r ganization set in. Reorganization o f the University The n ew ordinance redefines the roles o f the University and its constituent c o lle g e s , a n d p ro v id e s fo r f u l l pa rticipa tion b y teachers in University governance at all levels. More senior academ ics w e re a p p o in te d to the U niversity Council, college boards o f trustees, the Senate, and o the r adm inis trative and p o lic y comm ittees. Departments b e long ing to the same discipline b u t in d iffe re n t colleges w e re also in tegrated in to a single department in 1977. The new university- w id e department is responsible fo r the design and re view o f programmes o f studies and teaching assignments.
