In te rn a tio n a l Sympo sium on In fo rm a l Politics in East Asia organized by the H ong Kong Institute o fAsia- P acific Studies in A ugust 1992 Institute o f Business (1990), the H ong K ong Institute o f Asia Pacific Studies (1990), the H ong Kong Cancer Institute (1990), the Research Institute fo r the H umanities (1991 ), the H ong Kong Educational Research Institute o f The Chinese U n iv e rs ity o f H o n g K ong (1993), and the Institute o f Mathematical Sciences (be ing planned). University A dm i n i s t r a t i o n Reorganized U n iv e rs ity a dm in is tra tio n was also realigned to better cope w ith rap id expansion and to increase efficiency. First, an exercise to redefine the responsibility, authority, and account a b ility o f fa cu lty deans and department chairm en was carried o u t in late 1989 to prepare fo r the decentralization o f ce rta in U n ive rsity fu n ction s to the faculties. D ecentralization was fin a lly launched in 1992 after extensive con sultation and p la n n in g to give the faculties the needed a u th o rity and fle x ib ility to achieve the ir targets and pursue academ ic excellence. Central adm inistration was also reorganized to enable adm inistrative units to m aintain the q u a lity o f service as the University grew larger. N ew offices w ere set up to p ro vid e better suppo rt fo r research, academ ic linkage and fund -raising activities. New personnel policies w ere also in trodu ced to stream line recru itm en t p ro c e d u re , increase f le x ib ilit y in designing bene fit packages, and im prove long-leave arrangements. Such measures w o u ld h e lp attract suitable candidates and retain seasoned staff fo r the continuous deve lopm en t o f the University. By 1993, the U n ive rsity has been fu lly revitalized and is fu lly ready to achieve ye t another level o f excellence. 15
