T h e F i r s t S i x Y e a r s 1963 - 69 A Federal System As the three founda tion colleges existed lo n g before The Chinese U niversity came in to being, the new un ive rsity was organized unde r the federal con cept, b u t w ith a mandate to elim inate d u p lica tio n in adm inistration and to ensure m a x im um c om p l em e n ta rity among the teaching departments o f the constituent colleges. Three Fac ult y Boards a n d 16 Boards o f Studies to Coordinate Academic Pr ogrammes P rio r to 1963, each o f the th ree fo u n d a tio n colleges offered the ir ow n academic programmes in arts, commerce & social science, and science. A fte r the establishment o f the University, a U niversity Senate was form ed to oversee instruction, education, and research, and 16 boards o f studies were se tup unde r the Senate to organize various programmes o f studies. Three facu lty boards (arts, com ­ merce & social science, and science) were also created to coordinate the teaching activities o f the relevant boards o f studies. Together the y decided the curricula and set academ ic standards, in troduced new teaching methods and planned intercollegiate teaching. D u ring the period, n ew p ro grammes in music, journalism , and electronics w ere introduced. Bachelor's degrees w ere con ferred fo r the first time in 1964. New Infrast ruc tur e to Support Teaching, Research, a n d A d m i n istration In the first six years, new facilities and infrastructure w ere p u t in to place to support research, teaching and ad m inistration. Research institutes established d u ring the p e riod in clude the Institute o f Social Studies and the Humanities, the Institute o f Science and Technology, and the Institute o f Chinese Studies.
