386 Part 7• University Ordinanceand Regulations ( j ) to recommend to the Council the institution, abolition or holding in abey ance of all teaching p osts an d the assignment of teachers to a College after con sultation with the Assembly of Fellows (where one has been established) of the College concerned; ( ja ) to assig n teacher s — (i) to Faculties, Departments and Schools of Studies; and (ii) to units, if the Senate thinks it fit in relation to such units; ( k ) to recommend to the Council external experts to serve as members of Boards of Advisers; ( l ) to report to th e Coun cil on all Statutes and Decrees and propo sed changesthereof; ( m ) to report to the Council on any academic matter; ( n ) to discuss any matter relating to the University and to report its views to the Council; ( o ) to report to the Council on any matters referred to the Senate by the Council; ( p ) to co nsider estimates o f expenditu re prepar ed in respect o f the University, and to report thereon to the Council; ( q ) to formulate, modify or reviseschemes for the organization of Faculties and to assign to such Faculties their respective subjects; also to report to th e Council on the expediency of establish ing at any time other Faculties or as to the exped iency of abolishing, combining o r sub- dividing any Faculties; ( r ) (Repealed L.N. 452 of 1994) ( s ) to supervise the libraries and laboratories; ( t ) to require any un dergr aduate or stud ent on academic gr ounds to terminate his studies at the University; ( u ) to determin e — (i) the acad emic year which shall b e a p eriod not exceeding 12 consecutivemonths, and (ii) the academic terms which shall be part of an academic year; ( v ) to exer cise such oth er powers and perform such other duties as the Councilmay authorize or require. 5. Th e Senate sh all hold at least 3 meeting s in each acad emic year and additionally at any time at the direction of the Chairman or on the written request of any 10 members of the Senate. 5A. ( a ) Studentmembers of the Senateand of such committees and other bodies as the Senate may establish shall not be entitled to p articipate in that part ofmeetings considering reserved areas of business or have access to or read papers or any other documents relating thereto. ( b ) The reserved areas of business are th e following — (i) matters affectin g the appointment, promotion and other affairs relating to teachers and member s o f th e Univ ersity staff as individuals; (ii) matters aff ecting the admission and academic assessment of students as individuals;
