170 Part 4 • Support Facilities, Services, and Staff Organizations Since its inception, CUTA has been working towards improving communication between the University authorities and CUTA members, and helping to establish effective mechanisms in the areas of staff recruitment, substantiation, promotion, and retirement. Through the Joint Consultative Committee — which consists of representatives from CUTA and CUSA (The Staff Association of The Chinese University of Hong Kong), a University pro- vice-chancellor, the University Secretary, the University Bursar, and one of the heads of the four colleges — many problems of concern and interest to the University and its employees have been resolved satisfactorily.
