Ethical Issues in Cl inica l Tr ials Examine d O ver a hundred researchers, members o f c l i n i c a l r e s e a r c h e t h i c s committees fro m hospitals , clinicians , lawyers, employee s o f pharmaceutica l companies, an d hospital administrator s participated in the Symposium on Ethical Issues i n C l i n i c a l Trial s an d a pre - symposium workshop on Challenges an d Solutions fo r th e Operation s o f Clinica l Research Ethics Committee o n 22nd and 23rd February , a t th e Princ e o f Wale s Hospital an d th e Hospita l Au t ho r i t y headquarters respectively . Th e t w o events wer e organize d by th e Centr e fo r C l i n i cal Trial s an d Ep i demi o l og i ca l Research an d th e C l i n i ca l Researc h Ethics Committe e o f th e Facult y o f Med i c i ne, j o i n t l y w i t h th e Hospita l A u t h o r i t y a n d t h e H o n g K o n g Epidemiological Association . The participant s reviewe d comple x ethical issues and explored ways in which researchers an d ethic s committee s i n Hong Kong ca n resolve them in order t o protect th e interes t o f patien t subject s participating i n clinica l trial s an d t o c omp l y w i t h relevan t internationa l guidelines. A bette r understanding of the issues w i ll help them develop an efficient and effective system to dea l with ethica l issues. Through the establishment of special economic zones (SEZs), ope n coastal cities , ope n economic areas , economic an d technology developmen t zones , fre e trade zone s (FTZs) , and , mor e recently , expor t processing zones (EPZs), China has gradually opened its territory to foreign investment an d international trade. This paper provides a detailed account of the proces s of China's opening to the outside world, key policy measures implemented i n variou s specia l area s and the progress t o date . Bruce Johnstone A standar d nostrum for higher education economists, consultants, and policy adviser s is the recommendation that universities and other higher educational institutions (especiall y but not exclusively i n the less industrialized countries) lessen their revenue dependence on governments o r taxpayers. The prescription i s easy to rationalize, an d is theoretically 一 and eve n practically — virtuall y unassailable . However , ther e ar e als o significan t limitation s i n a revenue diversification policy , especiall y i n the less industrialized world where the need for suc h a policy ma y be most compelling. Thes e limitations go far beyond the ideological distaste that many have for the neo-liberal economi c medicines o f cost sharing and privatization, and extend to certain technical and strategic dilemmas that confoun d even the staunchest believer i n tuitions, privatization, an d student lending . This paper discusses some of these technical difficulties , especiall y o f making cost sharing and student lending work i n developing countries, an d provides some 'cautions ' an d a few recommendations .
