Seven Distinguished Persons to be Honoured at the 60th Congregation Pr o f i l es of 2003 Hono r a ry Gr aduands Dr . Raymond Kwok Ping-luen Dr. Raymond Kwok P i n g - l u en is a no t ab le entrepreneur and leader in Hong Kong's property sector. For years the Kwok family has played a pivotal role in the t e r r i t o r y ' s p r o p e r t y development business. In the 1980s the Kwok's diversified their business p o r t f o l io to i n c l ude t r a n s p o r t, i n f r a s t r u c t u r e, l o g i s t i c s, telecommunications, and information technology. Dr. Kwok, through his vision and knowledge, has since applied advanced technologies to the field of business and management w i t h remarkable success, and, in doing so, contributed to Hong Kong's status as an international business and IT hub. Dr. Kwok received his MA in Law from the University of Cambridge, UK, and his MBA from Harvard University. Currently the Vice-Chairman and Managing Director of Sun Hung Kai Properties Ltd., he is also Chairman and Chief Executive Officer, SUNeVision Holdings Ltd., Chairman, SmarTone Telecommunications Holdings Ltd., Director, The Kowloon Motor Bus Holdings Ltd., Director, Route 3 (CPS) Company Ltd., Director, Airport Freight Forwarding Centre Company Ltd., and Director, USI Holdings Ltd. Under Dr. Kwok's able leadership, SHKP was the first corporation to introduce high technology to Hong Kong households and to pioneer the concept of the 'intelligent household'. It has expanded its business into e-commerce and has merged technology and business development w i t h great success. SUNeVision, SHKF's technology arm, is listed on the Growth Enterprise Market of the Hong Kong Stock Exchange. These achievements won Dr. Kwok the honour of being named 'One of Hong Kong's Top 10 IT Leaders' in 2000. D r . Kwok is also active i n community and public affairs. He has held important positions in social organizations. He has been Non- Executive Director of the Securities and Futures Commission, a Member of the Hong Kong Port Development Council, a Director of The Real Estate Developers Association of Hong Kong, a Member of the General Committee of the Hong Kong General Chamber of Commerce, a Member of the Advisory Council, One Country Two Systems Research Institute Limited, a Member of the President's Council on International Activities of Yale University, a Member of the Asia Advisory Board, Harvard Business School, Chairman of the Management Committee, Police Children's Education Trust, and Chairman of the Management Committee, Police Education and Welfare Trust. He is also aMember of the Chinese People's Political Consultative C o n f e r e n c e B e i j i n g Committee. Dr. Kwok has made generous contributions of his time, energy, and funds to the advancement of CUHK. He has been a Member of the Council of the University since 1994, se r ved as Treasurer from 1997 to 1999 and as Vice-Chairman since 1999. During this period, he chaired a number of Council committees relating to finance and development. Dr. Kwok is also Chairman of the 40th Anniversary Banquet Steering Committee this year. Besides his very distinguished service on the Council, Dr. Kwok has also made magnanimous donations to support scholarships, academic activities, and notably the establishment of the C.N. Yang Archive at the University. Prof. Arthur K.C Li An outstanding educator and surgeon, Prof. Arthur K. C. Li received his MD from the University of Cambridge, UK. He is currently Secretary for Education and Manpower of the Government of the H o n g K o n g S p e c i a l Administrative Region. Prof. Li joined CUHK in 1982 as founding chairman of the Department of Surgery. Under his leadership, the department made great advances in teaching and research, and performed outstandingly in soliciting research funding and gaining international recognition as a medical centre of excellence. Prof. Li was twice elected Dean of Medicine. During his deanship, the Faculty went from strength to strength, producing top-notch medical professionals for the community. As Vice-chancellor of CUHK from 1996 to 2002, Prof. Li guided CUHK through Hong Kong's political transition in 1997 and laid the foundation for the University's advancement in the new century. Major academic developments d u r i n g his t e rm i n c l u d ed the establishment of the School of Tourism and Hotel Management, the School of Chinese Medicine, the School of Public Health, the School of Pharmacy, and the Nethersole School of Nursing. Prof. Li emphasized the need for quality assurance mechanisms in place for teaching and research. He encouraged students to enhance their language abilities and to broaden their knowledge base and vision. His vice-chancellorship saw the strengthening of general educa t i on p r og r ammes and the enrichment of college life, as well as the introduction of new projects to boost moral education and leadership training. Under his capable leadership, CUHK gained r ecogn i t i on as a l ead i ng university in the region and its highly e f f i c i e n t a d m i n i s t r a t i on w o n commendation from the University Grants Committee. Prof. L i also exemplified distinguished leadership in safeguarding the academic freedom and autonomy of the University. Prof. Li played an important role in initiating plans for a community college to be run in collaboration with an outside organization, fostering academic links w i t h many centres of excellence worldwide, and encouraging joint projects w i t h local business and i n d u s t r i al organizations for the betterment of Hong Kong. Over the years. Prof. Li devoted himself to the development of higher education and medical services in Hong Kong. He has held important positions in social service organizations, medical associations, and educational bodies, including the Education Commission, the Hospital Authority, the Hong Kong Me d i c a l C o u n c i l, the U n i v e r s i t y G r a n t s Committee, the College of Surgeons of Hong Kong, the H o s p i t a l G o v e r n i n g Committee for the United Christian Hospital, the Board of Directors of the Hong Kong Science and Technology Parks Corporation, the Hong Kong A p p l i e d Science and Technology Research Institute, and the Association of University Presidents of China. Prof. Li's remarkable contributions in medicine, education, and social service have won him many honours, including the Gold Bauhinia Star, an honorary degree of Doctor of Letters from the Hong Kong University of Science and Technology, and the President's Gold Medal of the Royal College of Surgeons of Edinburgh, UK. He also holds honorary fellowships of various medical bodies such as the American College of Surgeons, the Royal College of Physicians and Surgeons of Glasgow, the Royal Society of Medicine, UK, the Association of Surgeons of Great Britain and Ireland, and the Royal College of Surgeons of Ireland. Since August 2002 Prof. Li has rendered valuable services to the local education sector as Secretary for Education and Manpower. Mr. Anthony Neoh A Senior Counsel, Mr. Anthony Neoh is Chief Adviser to the China Securities Regulatory Commission. Mr. Neoh joined the Hong Kong Government as an Administrative Officer after teaching for two years. Having served in a number of directorate appointments, the last of which was Assistant Director of the Independent Commission Against Corruption, Mr. Neoh decided to pursue law studies in England. He received his LLB from the University of London and commenced practising at the Hong Kong Bar in 1979. Mr. Neoh has worked for Pilsbury, Madison and Sutro in San Francisco. He has also been Deputy Judge of the High Court, and holds membership of the English Bar (1976 Gray's Inn), the Hong Kong Bar (1976), and the California Bar (1984). He was appointed Queen's Counsel (now retitled Senior Counsel) in April 1990. M r . Ne oh has contributed immensely to the construction and regulation of the capital markets in Hong Kong and mainland China. He has served on many business organizations since the 1990s, including the Council of the Hong Kong Stock Exchange and its Listing Committee, and the Disciplinary Committee and Debt Securities Group of the Hong Kong Stock Exchange. From 1995 to 1998, Mr. Neoh was Chairman of the Securities and Futures Commission. In 1998, he accepted an offer from Prime Minister Zhu Rongji and became the Chief Adviser to the China Securities Regulatory Commission, with the duty to revamp the securities market in China. Over the years, Mr. Neoh has made remarkable contributions towards d e v e l o p i ng u n i f o rm r e g u l a t o ry standards for financial markets and preserving Hong Kong's integrity as an international financial hub. He has also played a key role in facilitating the listing and proper regulation of mainland enterprises on the Hong Kong Stock Exchange. Mr. Neoh is active in public service. He has been an Arbitrator for the China International Economic and Trade Arbitration Commission, Honorary Legal Adviser of the Shenzhen, Xiamen and Fujian Governments, Economic Adviser of the City of Tianjin, Senior Adviser of the Bank of China, Member of the Board of the Hospital Authority, and Member of the Standing Committee on Directorate Salaries and Conditions of Service Standing Committee on Judicial Salaries and Conditions of Service. In the academic field, Mr. Neoh has been Visiting Professor of many prestigious universities including Peking University, Tsinghua University, Zhejiang University and Zhongshan University. He has also been Visiting Professor and Visiting Scholar of the School of Law of Harvard University, USA. Mr. Neoh has been a member of the Council of The Chinese University of Hong Kong since 1994 and served as Vice-chairman from 1995 to 1997. Over the years, he has contributed generously his time and professional expertise to guide the planning and administration of The Chinese University, especially in legal matters.
