成立第五所書院 為學生提供另一選擇 香港的大學學制將於二零一二年改為四年制，屆時中文大學的學生人數預 計將增加約三千人，平均每所書院的學生人數逾三千二百人，壓力非 輕。大學經諮詢及商議後，決定增設一所或多所新書院，《十年策略計劃》內 已有詳述。其後，劉遵義校長委任了新書院研究小組，由副校長廖柏偉教授擔 任主席，成員包括書院院長、教師、學生和校友各一（見另表）。 小組於一月中到海外考察，訪問了六所成功推行書院制的大學，與它們的師 生交流討論，然後將觀察及研究所得撰寫成一份報告。報告歸納了該六所院校的 經驗和特色，又建議如何建設中大的新書院， 英文版 （ http://www.cuhk.edu.h k/ newcolleges/Full%20Report%20(16.2.2006).pdf) 和中文版 (http://www. cuhk. edu.hk/newcolleges/fullreportc.pdf) 分別於二月十六及二十六日 ，透過電郵發放 給大學同人和校友，讓大家就新書院思考並提供意見。小組又設立了電郵信箱 (secretary@cuhk.edu.hk ) ，收集意見，諮詢期至三月三十一日止。 本刊訪問了廖柏偉教授和小組成員蘇芳淑教授，以下是他們的答問撮要。 珍貴傳統 廖柏偉教授說：「書院 制是中大的珍貴傳統，對實 踐大學的使命十分重要。小 組在考慮考察對象時，也特 別慎重。但原來書院制非常 罕有，在亞洲根本找不到採 用書院制的知名大學，在英 美也屬少有。最後我們揀選 了六所著名的院校，包括美 國的克萊爾蒙特•麥肯納學 院（ Claremont McKenna College) 、哈維•穆德學院 (Harvey Mudd College )、普 林斯頓大學（ P r i n c e t o n University )和耶魯大學（ Yale University) ，以及英國的劍 橋大學( University of Cambridge )和牛津大 學（ University of Oxford) 。這六所院校可 分為三類，代表三種不同的書院教育模 式，劍橋和牛津更是書院制的發源地。」 蘇 芳 淑 教 授 補 充 ： 「 在 地 理 上 來 說，是美國的東西岸各一組，英國一 組。出發前我們對這些院校已有概略認 識，但各院校的資源分配、行政和運作 等複雜問題，不能單從文字資料了解， 必須實地考察才領略得到。通過與各院 校代表的接觸，我們更清楚了解它們的 架構、運作和特色，例如克萊爾蒙特• 麥肯納學院和哈維•穆德學院是非常獨 立的學院，就如一所微型大學。而六所 廖柏偉敎授致送紀念品予牛津大學校長 John Hood 敎授，左為牛 津校長私人秘書 Alasdair MacDonald。 Prof. Liu Pak-wai presenting a souvenir to Prof. John Hood, vice- chancellor of Oxford University, witnessed by Mr. Alasdair MacDonald, private secretary to the vice-chancellor of Oxford University 院校都十分認同書院制的理念，亦一致 相當滿意所達到的成績。」 三個共通點 廖教授指出，六所院校的背景、資 源分配和行政運作各有不同，但有三個 共通點：規模小，學生人數大部分為三 百至六百人；幾乎所有學生都住校；以 及學生在宿舍用膳。 他說：「當大學的規模愈來愈大， 容易產生疏離感。設立書院的目的，是 培育一個人數較少的師生群體，拉近彼 此的關係，增加接觸。是以書院的規模 必須小，學生同住，師生共膳，這樣的 環境會方便師生課餘社交溝通，就文 化、生活和學術上話題交流。」 新書院 ≠ 貴族/精英書院 對於小組建議徵收額外的書院費，有 個 別學生擔心要是院費高昂，只有富裕 的學生才能加入，會令新書院變成「貴族 書院」，造成分化。廖教授強調，書院費 不是另一種學費，而是用來資助學生活 動的，而即使徵收，也只是小量。 他說：「新書院絕對不是貴族書 院，建議的書院費不是很大。新書院的 宿費與其他書院的相若。但由於學生要 全期住宿和在院內用膳，開支因而有所 增加。也因如此，小組亦建議新書院提 供助學金予有經濟需要的學生，以確保 有意加入新書院的學生，不會因為經濟 問題而卻步。」 廖教授強調，助學金的發放是視乎 學生的經濟需要，而不是學業成績。他 又指出，全期住宿和師生一起進膳的安 排，並不是所有學生都認同的，選擇加 入新書院與否，全是學生的自由。由於 有助學金援助，所以人人都有平等機會 作出選擇，因此不會出現精英書院的情 況。 把握隨機 表達意見 蘇教授則重申，小組提出的只是建 議，並非定案，「希望大家細閱建議書 的內容，提出意見，小組歸納後，會修 訂原建議，才呈交校方考慮。」小組的 成員已先後出席聯合和逸夫書院的聚 會、周年研討會、院務委員會和學生論 壇，與同事、學生和校友分享小組的觀 察和建議。未來亦會繼續到訪其他書 院，與學生會面，聽取多方面的意見， 並舉辦校內公開論壇，讓全校教職員和 學生同心協力，為新書院的建立作出貢 獻。 陳偉珠 新書院研究小組 主席：副校長廖柏偉敎授 委員：書院院長一名 ——逸夫書院院長程伯中敎授 老師一名 ——藝術系蘇芳淑敎授 校友一名 ——殷巧兒女士 學生一名 ——陳思樺同學 秘書：黃燕雲女士 The Fifth College: An Extra Option for Our Students T he Chinese University will revert to a four-year normative curriculum in 2012. By then, the student population of CUHK is projected to have risen by around 3,000 individuals. This averages out to an overwhelming 3,200 students per college. After rounds of consultation and discussion, the University decided to build one or more new colleges. Details of this decision have been described in the Ten-year Strategic Plan. Laying t he G r o u n d w o r k In January, the Task Force on New Colleges, headed by Prof. Liu Pak-wai, pro-vice-chancellor, visited six overseas universities with a collegiate system. They were: Claremont McKenna College, Harvey Mu d d College, Princeton University and Yale University in the US, and the University of Cambridge and the University of Oxford in the UK. The report of the task force on the distinguishing characteristics and experiences of the six institutions and their recommendations for the new college was sent to members and alumni of the University on 1 6th (English version) and 26th February (Chinese version). Prof. Liu pointed out that the six colleges being used as references are by no means i den t i c a l in terms of background, resource allocation and administration, but they had three things in common: they are small with most having a student population of 300-600, almost all of whom live on campus, and dine in dormitories. 'The larger a university is, the more likely the sense of alienation. The aim of setting up a college is to nurture a smaller and closer- knit teacher-student community,' he explained. Consu l t a t i on Ends 31st Ma r c h Some students have expressed worries of elitism over the task force's recommendation to charge extra college fees. Prof. Liu stressed that the fees, if charged, will only be used to sponsor student activities. Prof. Jenny So, member of the task force, emphasized that the recommendations are but recommendations. 'I hope all CUHK members will go over the contents of the proposal carefully and give us their feedback. Amendments will be made accordingly before the proposal is submitted to the University for consideration.' Task force members have shared their observations and suggestions with staff, students, and alumni at the assemblies of United College and Shaw College, annual workshops, College Assemblies of Fellows and student forums. They will visit other colleges, meet with students, and hold forums on campus. The task force has set up an email account secretary@cuhk.edu.hk to solicit comments from CUHK members.
