Why should taxpayers be compelled to pay for the education of other people's children? This paper will review the traditional economic arguments for public schooling, which identify the primary collective benefit from compulsory education as preparing students to participate in a stable and democratic society. The paper will explain the particular sense in which economists use the terms 'public' or 'collective'. It will discuss collective benefits from higher education and also examine whether increasing individual incomes or a g g r e g a te e c o n o m ic g r o w th s h o u ld be c o n s i d e r ed c o l l e c t i ve g o o d s. This discussion is intended to dispel some current misconceptions about wh at e c o n o m ic t h e o ry says with r e g a rd to efficient provision of schooling. Fung Bian Zhilin (1910-2000), one of the most original voices in 20th-century Chinese poetry, was known for his modern sensibility and intense lyrical appeal. His style combines the techniques of French Symbolist poets Baudelaire, Verlaine, Mallarmé and Valéry, and English language poets T.S. Eliot and W.H. Auden on the one hand, and the best of Chinese poetic tradition on the other. His lifelong experimentation with the poetic form and his theoretical explorations contributed significantly toward the formal development of vernacular poetry. The present unique collection, comprising almost Bian's entire corpus, gives full play to his delicate craftsmanship.
