中大通訊 CUHK Newsletter 6 雙語政策委員會主席金耀基教授 專訪 中 文大學自創校始即奉行中英並用的雙語 教育，雙語教育是中大的特點和優勢。 為了發揮中大的有利條件，培養更優秀的學 生，以配合香港高等教育的多元化和國際化趨 勢，大學在去年二月成立了雙語政策委員會， 以全盤觀測及檢討中大的雙語政策，並向大學 建議應該如何堅持和進一步落實並優化這個政 策。大學邀請了前任校長金耀基教授出任委員 會主席，成員有大學各方的代表，包括老師、 本科生和研究生、校友、校董和行政人員，一 共二十二人。委員會舉行了二十一次會議，考 查了大學有關語文政策的文獻，詳細研究及討 論了各方面的情況。金耀基教授在接受《中大 通訊》訪問時說：「我們是雙語政策委員會， 不是語文委員會，這反映了中大對雙語教育的 承諾。委員會從開始對整個議題都抱 坦誠和 開放的態度，我們甚至連雙語政策是否值得堅 持也曾經討論，結果當然是肯定的，大家都認 為雙語傳統是中大的特色與優勢，應該維持下 去。」 金教授指出，中文大學一直把自己定位為一間 中國人的國際性大學，支持這個定位的其中一 項重要政策是中英雙語的教育。中大畢業生對 兩文三語的掌握是他們的語言資本，對進修和 終身學習，以及開創和發展事業均有極大幫 助。同時，雙語教育有助中大的國際化，而 在國際化中更為中大維護與發展中國文化的使 命提供動力。金教授說：「中大的雙語教育是 從實踐中表現出來的，過去講課用語是中文（ 粵語、普通話）或英語，有較大的隨意性。委 員會檢討後，覺得有必要為雙語教育在理論上 和政策上作一釐定以強化這方面所佔的優勢。 委員會根本的問題是對兩文三語（中文、英文 為兩文，粵語、普通話和英語為三語）的定 位。」 金教授解釋說，委員會在兩文三語的定位問 題上用了很多工夫，因為這是維持和優化中 大雙語傳統的基本工作。把兩文三語定位 後，才可以建議在甚麼樣的情況下使用那一 種或多種授課語言，才能達致教學最佳效 果。金教授強調，「授課語言應該從多方面 理解，除了講堂上的講課用語外，還包括講 堂外學習所用的語文，例如導修討論，閱讀 教材資料、撰寫研究報告、實驗/實習/臨 ，以及習作考試，個別指導等所用的語文。 委員會理解中大各學系的『授課語言』在實踐 上是兩文三語並用，而學系性質不一，故建議 各學系採用兩文三語作為授課語言的比例可以 因應情況有所不同。」 至於「講課用語」，委員會建議應該根據學 科性質而定。基本上，普世科目如自然科學、 生命科學及工程科學等課程，原則上用英語講 課；涉及中國文化、社會及歷史的科目，以及 通識教育課程，原則上用粵語或普通話授課， 與本地文化和社會相關的科目原則上以粵語授 課。金教授強調委員會對講課用語之規範只是 原則性的，他指出報告書中建議：「在這個原 則下，學系的系務會應該根據本身的條件，如 專業需要，老師和學生的文化背景和語言習慣 及能力自行決定，為達到最佳的教學效果作彈 性處理。」 金教授進一步解釋，有些學科，如醫學院、法 律學院都以英語為「講課用語」，那是專業的 需要，但許多其他學科在決定「講課用語」 時，就應該考慮到老師和學生的文化背景和語 言習慣及能力。委員會認為「講課用語」由系 務會來決定是最適當的。系務會由全體教師參 與，教師的意見都會受到尊重。 基於這「講課用語根據學科性質而定」的原 則，一些性質比較難以界定的科目，例如社 會科學或音樂課程，應該用甚麼作「講課用 語」？金教授表示：「社會科學或音樂事實上 具有普世性、中國性（文化性）及本地性三種 特性，講課用語應視乎社會科學或音樂中那一 門學科或科目的性質而定。在這裡，系務會是 最有能力作判斷的。」 金教授認為，香港是國際城市，但香港是中國 的一部分，也是中國人的城市。兩文三語的價 值整個香港社會都知道，對中大的意義尤其重 大，因為這關乎中大的使命和承諾。「很多非 英語國家的大學以為在全球化的過程中首要是 轉用英語教學，委員會的看法不同。我們現在 提出對兩文三語的定位，是確定中文在中文大 學的永久性位置與重要性，使雙語教育在未來 整個中大的發展裡不會游移 (drifting)。」 金教授總結說：「我們四十多年來的『授課語 言』都在使用兩文三語，而中文（粵語、普通 話）事實上一直佔有很大的比重。中大的雙語 並用教育，在香港以至全中國都是很獨特的； 甚至環顧世界，能夠堅持雙語教育而且卓然有 成的大學亦屈指可數。中大畢業生的中英語文 能力事實證明相當出色。面對二十一世紀的全 球化挑戰，優化中大的雙語教育，不但可增強 同學的語文能力，對於中大融會中西文化的使 命意義更深。我相信關心中大的人都能夠心平 氣和地討論這個問題。」 左冠輝 中大通訊 CUHK Newsletter 1. 本刊每月出版兩期，農曆年和暑期停刊。截稿日期載於本刊網頁（ http://www. cuhk.edu.hk/iso/newslter/ ） 。 2. 來稿請寄沙田香港中文大學資訊處《中大通訊》編輯部（電話2609 8584/2609 8681， 傳真2603 6864，電郵 pub2@uab.msmail.cuhk.edu.hk ） 。 3. 編輯有權刪改及決定是否刊登來稿。 1. An Interview with Chairman of the Committee on Bilingualism Prof. Ambrose King Chairman of the Committee on Bilingualism, Prof. Ambrose King, told the CUHK Newsletter that bilingual education has always been one of the important policies supporting CUHK’s positioning as an international university for the Chinese. ‘Bilingual education at CUHK is manifested through implementation. But whereas in the past, there was an element of arbitrariness to whether Chinese (Cantonese, putonghua) or English was used at lectures,’ he said, ‘The Committee has now found, after thorough review, the need to consolidate the theory and policy underlying bilingual education in order to strengthen our advantage.’ He pointed out that the fact that the Committee on Bilingualism is not a Committee on Languages is itself indicative of the University’s commitment to bilingual education, and that, from the start, the Committee has adopted an open and sincere attitude towards the issue. Even the decision to uphold the bilingual policy had been reached by means of discussion. Prof. King regards Hong Kong as both an international city and a Chinese city. ‘Many universities in non-English-speaking countries believe that to tackle the challenges of globalization, it is imperative to adopt English as a medium of instruction. I beg to differ. The Committee’s recommendations for the roles of the two written languages and three spoken codes ( liangwen sanyu ) serve to define the permanent role of Chinese at The Chinese University and affirm its importance to CUHK so that bilingual education will not be adrift as the University develops.’ ‘We have been using liangwen sanyu as our media of instruction for over 40 years, and the use of Chinese (Cantonese and putonghua) has always constituted a large proportion. I am confident that all those who care about CUHK would be able to discuss this with a clear mind and an open heart,’ concluded Prof. King.
