COMMONWEALTH SCHOLARSHIP AND FELLOWSHIP Ac c o r d i ng to a recently published report of the Commonwealth Education Liaison Committee there are still available awards in the Commonwealth Scholarshi p and Fellowship Plan. A t present, 924 scholars are holding awards as against the targe t of 1,000 awards envisaged at the First Commonwea l th Education Conference at Ox f o rd in 1959. T h e continuing popularity of the Plan is indicated by the considerable increase in the number of applications received for awards in the various Commonwea l th countries (9,533 for the present period as against 7,533 in the previous year) as well as by the increases in the number of new Scholars taking up awards (390 as against 358) and in the total number of awards held in the period. Th e re is however great need for an increase bo th in the number of nominations made by several countries for awards an d for an intensification of publicity for the awards offered by some countries. T h e Commonwea l th Scholarship and Fellowship Plan was brought into being by the first Commonwea l th Education Conference held at Ox f o rd in July 1959 , which in t u rn was convened as a result of deliberations at th e Commonwea l th T r a de and Economic Conference at Mo n t r e al in August 1958. T h e general basis of the Plan, wh i ch is essentially that of bilateral arrangements between separate Commonwea l t h countries, was confirmed at the second Commo nwe a l th Education Conference at New De l hi in January 1962. Commo nwe a l th Scholarships are intended to provide opportunities for study overseas to young graduates of high intellectual promise who may be expected to make a significant contribution to life in their own countries on their return. T h e awards are normally tenable for two years' postgraduate study at universities or institutions of higher learning in the awarding country. Awards for undergraduate study may als o be made where facilities do not exist for the study of a particular subject in the country of a candidate's permanent home. Commonwealth Visiting Fellowships, wh i ch have been instituted by a few Commonwealth countries, are normally intended for senior scholars of established reputation and achievement.
