中大通訊 第 六 十 三 期 一 九 九 五 年 一 月 十 九日 5 宣 布 事 項 ANNOUNCEMENTS 新任講座教授 Professorial Appointment 電子計算學講座教授 Professor of Computer Science 大 學 委 任 黃 澤 權 教 授 爲 電 子 計 算 學 講 座 教 授 ，由 一 九 九 五 年 一 月 四 日 起 生 效 。 黃 澤 權 教 授 生 於 澳 門， 在 香 港 大 學 修 讀 數 學 。 六五 年 獲 授 文 學 士 學 位 ， 旋 赴美 國 哥 倫 比 亞 大 學 進 修 ， 先後 於 六 六 及 七 零 年 取 得 文 學 碩 士 和哲 學 博 士 學 位 。 黃 教 授 自 六 九 年 起 在 萬 國 商 業 機 器 沃 森 硏 究 中 心 從事 硏 究 工 作 ， 八 五 年 起 領 導 該 中 心 的 大 型 集 成 電 路 設 計 算 法計 劃 和 高 級 設 計 自 動 化 實 驗 室 ， 至 本 月 初 加 入 本 校 服 務 。 黃教 授 曾 在 七 二 年 任 伊 利 諾 大 學 電 子 計 算 學 訪 問 副 教 授 ， 七 八年 任 哥 倫 比 亞 大 學 電 子 計 算 學 訪 問 教 授。 黃 教 授 曾 數 度 獲 萬 國 商 業 機 器 頒 贈 獎 項 ， 表 揚 他 的科 硏 成 就 ； 並 出 任 許 多 份 學 報 的 編 輯 或 創 刊 編 委 ， 如 《 算 法理 論 》 和 《 電 機 曁 電 子 工 程 師 學 會 大 型 集 成 電 路 系 統 學 報》 等 。 黃 教 授 爲 電 機 曁 電 子 工 程 師 學 會 院 士 、 美 國 計 算 機學 會 院 士 ， 以 及 紐 約 科 學 院 成 員。 Prof. C.K. Wong has been appointed professor of computer science from 4th January 1995. Prof. Wong graduated from the University of Hong Kong in 1965 with a BA degree in mathematics. He obtained his MA and Ph.D. degrees from Columbia University in 1966 and 1970. Before joining the University he worked for 25 years as research staff member of the IBM T.J. Watson Research Center. During the period he served as visiting associate professor of computer science at the University of Illinois at Urbana Champaign (1972-73), visiting professor of computer science at Columbia University (1978-79 )， and supervised over a dozen Ph.D. summer students from various universities. He was also manager of IBM T.J. Watson Center's VLSI Design Algorithms unit and Advanced Design Automation Lab from 1985. Prof. Wong has received numerous awards from IBM in recognition of his outstanding research achievements. He is also founding member and editor of many international journals such as Algorithmica and IEEE Transactions on VLSI Systems. He is a Fellow of IEEE and the Association for Computing Machinery, and a member of the New York Academy of Sciences. 修訂甲類服務條例教職員實任評審程序 Revisions of Substantiation Review Procedures under Terms of Service (A) and Equivalent Terms 大 學 校 董 會 於 一 九 九 四 年 十 一 月 廿 九 日 的 會 議 ， 通過 下 列 實 任 評 審 程 序 之 修 訂 。 新 修 訂 適 用 於 按 「 甲 」 類 服 務條 例 或 「 與 醫 院 管 理 局 相 類 之 服 務 條 例 」 受 聘 之 教 職 員。 提早實任評審 所 有 於 一 九 九 四 年 八 月 一 日 或 以 後 按 有 關 服 務 條 例受 聘 之 敎 職 員 ， 其 本 人 或 大 學 皆 可 於 其 試 用 滿 十 二 個 月 後 要求 實 任 評 審 。 此 外 ， 於 一 九 九 四 年 八 月 一 日 前 按 上 述 服 務 條例 受 聘 而 仍 在 試 用 期 之 教 職 員 ， 亦 可 於 其 試 用 滿 十 二 個 月 後， 要 求 實 任 評 審 。 申 請 提 早 考 核 試 用 期 內 表 現 之 程 序 ， 仍 然 根 據 有 關服 務 條 例 附 錄 乙 所 規 定 進 行 。 有 關 申 請 連 同 最 新 個 人 履 歷 及受 聘 後 之 著 作 ， 可 寄 交 人 事 處 總 主 任 轉 呈 有 關 評 審 委 員 會處 理。 試用期内定期報告 系 主 任 或 部 門 主 管 就 僱 員 試 用 期 內 之 服 務 表 現 向 校長 提 交 之 定 期 評 核 報 告 ， 將 由 每 六 個 月 改 爲 每 十 二 個 月 一 次； 該 等 定 期 評 核 報 告 亦 供 大 學 參 考 ， 以 決 定 有 關 教 職 員 是 否可 通 過 薪 級 浮 動 關 限 評 審 。 是 項 修 訂 適 用 於 試 用 期 爲 五 年 之教 職 員 。 查 詢 請 致 電 人 事 處 高 級 主 任 阮 健 驄 先 生 （ 內 線 七 二八 五)。 The University Council at its recent meeting held on 29th November 1994 approved the following proposals in respect of the review for substantiation of appointment of appointees employed under Terms of Service (A) and equivalent terms, including the Hospital Authority- Equivalent Terms of Service for academic clinical staff: Accelerated Review of Probationary Employment For appointees who have been or will be offered appointment on or after 1st August 1994, either the appointees or the University may initiate the review of probationary employment for the purpose of substantiation of appointment, after the appointees concerned have completed not less than 12 months of probationary employment. Appointees who were appointed prior to 1st August 1994 and are still in probationary employment may also apply for accelerated review after they have completed not less than 12 months of probationary employment. Applications for accelerated review of substantiation of appointment would follow the review procedures set out in Appendix B of the relevant Terms of Service, and should include a statement furnishing any information in support of the application to be considered by the ad hoc Review Committee appointed by the vice-chancellor to review the case, an up-to-date curriculum vitae and a set of the publications produced since joining the University, if any, which should be sent to the Director of Personnel. The application will then be submitted to the relevant committee for consideration. Periodic Report on Appointees in Probationary Employment For the reference of the ad hoc Review Committee appointed by the vice-chancellor to review the substantiation of an appointee's appointment, the chairman of the department or the head of unit concerned is required to submit confidential reports to the vice- chancellor commenting on the general performance of the appointee. Such periodic confidential reports on appointees employed under five-year probation for the purposes of substantiation and crossing of efficiency bars will be made at 12-month intervals, instead of every six months. Counter 崇基中國訪問學人計劃接受舉薦 Chinese Scholars to Visit Chung Chi 崇 基 學 院 現 正 接 受 該 院 教 職 員 舉 薦 適 當 人 選 參 加 九五 至 九 六 年 度 中 國 訪 問 學 人 計 劃 ， 來 校 作 九 至 十 個 月 的 學 術交 流 和 硏 究 。 該 院 獲 亞 洲 區 基 督 教 高 等 教 育 聯 合 董 事 會 每 年 資 助九 千 美 元 ， 於 九 五 至 九 六 及 九 六 至 九 七 年 度 各 邀 請 一 名 中 國學 者 來 訪 。 計 劃 詳 情 如 下： ( 一 ） 來 訪 之 國 內 學 人 ， 必 須 來 自 與 亞 洲 基 督 教 高 等 教 育聯 合 董 事 會 有 聯 繫 之 學 院 （ 名 單 可 向 崇 基 院 務 室索 取 ） ， 並 任 教 人 文 及 社 會 科 學 課 程。 ( 二 ） 到 訪 學 人 來 校 後 ， 將 與 其 舉 薦 人 合 作 硏 究 ， 並 可 主持 一 、 兩 次 演 講 。 學 人 不 會 任 教 ， 或 就 讀 任 何 學 位課 程 。 ( 三 ） 學 人 蒞 校 後 ， 崇 基 負 責 支 付 總 數 九 千 美 元 爲 其 訪 問期 間 （ 九 至 十 個 月 ） 之 生 活 費 用 。 行 政 費 不 包 括 在 內。 ( 四 ） 訪 問 期 滿 ， 到 訪 學 人 及 其 舉 薦 人 均 需 呈 交 簡 略 的 書面 報 告 。 同 人 可 將 推 薦 信 連 同 有 關 學 人 的 履 歷 ， 於 九 五 年 二月 六 日 前 寄 交 崇 基 院 務 室 。 查 詢 請 電 崇 基 院 務 室 （ 內 線 六 四五 零）。 Chung Chi College has secured an annual funding of US$9,000 from the United Board for Christian Higher Education in China to invite one scholar from China for a nine- to ten-month visit to the college for the academic years 1995-96 and 1996-97. The grant, to be sent to the University after the scholar's arrival, will assist in covering living expenses but not administrative fees. Nominations from college members for the year 1995-96 can be forwarded to the College Office on or before 6th February 1995 with the resume of the nominee. Details of the programme are as follows: (a) Recipients must be faculty members in the humanities or social sciences at Board-related institutions in China, a list of which is available in the College Office. (b) The visiting scholar is expected to pursue academic goals in collaboration with his/her nominator and may be asked to deliver lectures. He or she is however not expected to teach or to enrol in degree programmes in the University. (c) The scholar and his nominator at the University will each be expected to submit a brief year-end report. (d) Applicants will be screened by the college. For further information, please call the College Office at Ext. 6450. Golf Club Membership From Mr. David Gilkes, University Bursar. The University holds one debenture for the Mission Hills Golf Club at Mission Hills which is 17 kilometres north of the Hong Kong-Shenzhen border. Under the terms of the debenture, the University has the right to nominate two members. Any member of the University interested in being nominated for the year 1st March 1995 to 28th February 1996 please write to the University Bursar, who will give further details, including the financial outlay required.
