4 No. 154 19th November 1999 CUHK Newsletter 宣布事項 ANNOUNCEMENTS 新任講座教授 Professorial Appointment 大學宣布委任程伯中教授 為電子工程學講座教授,任期 由一九九九年十月一日起生 效。 程教授在英國利物浦大學 攻讀電子工程學,先後於一九七七及八一年獲授工程學 士及哲學博士學位。 他其後在英國巴斯大學電機學院從事研究工作,一 九八二年獲聘為香港理工學院電子工程學系講師,兩年 後加入本校為電子學系講師。他於九零年晉升為高級講師,九四年為教授。 程教授為多個專業學會的院士或資深會員,並為學術期刊的編委或副編輯。 近年的研究興趣包括通訊訊號數據處理,語音分析、合成和識別等。 Prof. Ching Pak-chung has been appointed professor of electronic engineering from 1st October 1999. Prof. Ching obtained his B.Eng. and Ph.D. from the University of Liverpool in 1977 and 1981 respectively. He was lecturer in the Department of Electronic Engineering of the Hong Kong Polytechnic from 1982 to 1984. He joined the Department of Electronics of The Chinese University as lecturer in 1984, and was promoted to senior lecturer rank in 1990, and reader in 1994. He was elected Dean of Engineering in 1998. Prof. Ching's research interests include automatic speech recognition for Cantonese, adaptive digital signal processing for time delay estimation, geolocation by satellites, and blind signal estimation using high order statistics. 職員審議 Staff Review of Non-teaching Staff Members on Terms of Service (B ) & (C) 行政事務委員會及職工事務小組委員會已於日前函邀各學系及部門主管,就 有關乙類及丙類服務條款僱員之退休、延任、擢升事宜提供意見或舉薦人選。各 學系/部門提交有關函件之截止日期為一九九九年十二月三十日。職員自行提交之 申請將不獲考慮,惟彼等可與其學系/部門主管商討其晉升機會等有關事宜。 The Administrative Affairs Committee and the Sub-committee on Junior StaffAffairs have invited department chairmen/unit heads to make nominations and recommendations concerning the retirement, extension of service, and promotion of non-teaching staff members on Terms of Services (B) and (C). The deadline for submission of nominations is 30th December 1999. Direct applications from individual staff members w i ll not be considered. They may however discuss their promotion prospects with their department chairmen/unit heads. 修訂僱員醫療福利 Staff Medical Benefits 大學校董會已通過由一九九九年十一月一日起為新受聘的僱員提供一項新的 「醫療福利計劃 1999」 ,並同時引入醫療保險安排,承保由大學保健處轉介的專科 門診、住院及分娩醫療費用。 現職僱員(即於一九九九年十一月一日前受聘者)的醫療福利基本維持不變, 新增保障包括:在大學任職前已開始接受治療的疾病或損傷會按上述醫療保險安 排獲得保障;僱員的受供養子女不論其婚姻狀況均可獲醫療福利保障,受供養子 女的定義為未滿十九歲,或年齡為十九至廿一歲而正接受全日制正規教育(至學士 學位課程為限)者;僱員享有的分娩福利將不受子女數目的限制。合資格人士須於 開始接受認可專科門診及住院等服務的九十日之內,申請發還有關的醫療費用。 「醫療福利計劃 1999」 適用於一九九九年十一月一日或以後受聘的僱員及其合 資格的直系家屬。有關僱員將按服務條例成為該計劃的成員,並須為保險安排供 款。是項保險安排設有發還費用的上限及若干不獲承保或設有發還費用限額的項 目。查詢享用醫療福利資格的事宜,請致電人事處(內線八六零六或七一七九); 查詢醫療福利詳情,請致電保健處(內線六四一九或六四一六)。 The University Council has recently approved a medical insurance arrangement to cover both serving appointees under the present Staff Medical Benefits Scheme as well as new appointees under the new Staff Medical Benefits Scheme 1999 with effect from 1st November 1999. Under such an arrangement, expenses for specialist out-patient care and hospital care as referred by the University Health Service as well as expenses for maternity benefits will be covered by the insurance plan. There is basically no change to the medical benefit provisions for serving appointees who were appointed before 1st November 1999 and are in continuous employment with the University. They are provided with the existing level of medical benefits, in addition to the following revised provisions: (i) pre-existing medical conditions (i.e. illness or injury the treatment of which has started prior to the date of assumption of duty) will be covered; (ii) dependent children, irrespective of marital status, are eligible for medical benefits provided that they are under the age of 19, or aged between 19 and 21 if they are undergoing full-time formal education up to the level of a first degree; and (iii) the provision of maternity benefits to an appointee or the spouse is no longer limited to three surviving children. Applications for reimbursement of medical expenses for approved specialist out-patient and inpatient treatment should be made within 90 days from the date of delivery of an approved service. The Staff Medical Benefits Scheme 1999 is applicable to new appointees (whose appointments are approved on or after 1st November 1999) and their eligible dependants. Membership to this scheme is a condition of employment for new appointees and they are required to contribute towards the annual premium for themselves and their eligible dependants. There is a maximum limit of annual reimbursement claims. Certain limitations also apply. For more information about medical benefits, please contact the University Health Service at Ext. 6419/6416. 解散工作小組 Dissolution of Working Party 推行新撥款模式工作小組已於上月廿六日解散及停止運作。 The Working Party on Implementation of New Funding Model was dissolved on 26th October 1999. The Innovation and Technology Fund Calls for Applications The Industry Department is formally inviting applications for the Innovation and Technology Fund (ITF). The ITF aims at supporting projects that contribute to innovation, technology upgrading, and the development of local industry. There are four programmes under the ITF: (a) Innovation and Technology Support; (b) General Support; (c) University-Industry Collaboration; and (d) Small Entrepreneur Research Assistance. The external deadline for this round of applications to the Innovation and Technology Support Programme and the General Support Programme is 30th December 1999. More than one application can be submitted by each applicant and a separate form should be used for each project. As the results w i ll be announced around April 2000, the projects' commencement dates should not be set before May 2000 at the earliest. Applications, together with a completed Declaration for Research Sponsored by External Funding/University Agreements, should reach the Research and Technology Administration Office (RTAO) on or before 17th December 1999. Applications to the other two programmes can be submitted throughout the year. A Guide to the Innovation and Technology Fund and application forms are obtainable at website ( http://www.info.gov.hk/id/itf) . Two briefing sessions hosted by the Industry Department will be held, the first at 2.00 p.m. — 5.00 p.m. on 29th November 1999 in Theatre II of the Hong Kong Convention and Exhibition Centre, and the second at 10.00 a.m. — 1.00 p.m. on 30th November 1999 in Meeting Room 201B of the same venue. Registration is not required and admission is on a first-come-first-served basis. For enquiries, please call the RTAO at Ext. 8885/8887. 新設課程 New Academic Programmes 教務會上月通過開設八項課程,首四項由二零零零年九月起開設,其餘由校 外進修學院於本年底前開設。 •中醫學碩士課程(自負盈虧) •中醫學理學碩士課程(自負盈虧) •臨床老人學理學碩士課程(自負盈虧 ) •工程學院資訊科技副修課程 •基礎輔導證書課程 •專業會計證書課程 •紀律部隊人員行政專業證書課程(遙距) •紀律部隊人員行政專業文憑課程(遙距)——人力資源 At their meeting on 13th October, the Senate approved the introduction of the following academic programmes in September 2000: • Self-financed Master of Chinese Medicine Programme; • Self-financed Master of Science (Chinese Medicine) Programme; • Self-financed Master of Science Programme in Clinical Gerontology; and • Minor Programme in Information Technology (Faculty of Engineering). The Senate also approved the introduction of the following programmes by the School of Continuing Studies in 1999: • Certificate Programme in General Counselling in October; • Certificate Programme in Professional Accountancy in November; • Professional Certificate Programme in Disciplinary Forces Administration (Distance Education) in November; and • Professional Diploma Programme in Disciplinary Forces Administration 一 Human Resources (Distance Education) in November.
