人事政策與服務條款 Personnel Policies and Conditions of Service 年內校方設立博士後研究員計劃及「講座教授聘任特別撥款計劃」,以配合教研單位對高 質素人才之需求。學系可透過撥款計劃聘請傑出學者來校一至三年,加強系內學術領導工 作。 不少人事政策亦再經檢討。一套新的「研究、諮詢、顧問服務及知識產權政策」獲通過於 年內實施,以保障大學及教職員的知識產權,並對有關事宜提供指引。校方又精簡徵聘程 序,加強負責人員之問責性。由一九九五至九六年度開始,經由系主任評析之科目檢討結果 會用作教師考勤之參考。為方便學系利用單項預算撥款靈活招聘人才,校方重新界定教學助 理的職責,並恢復助教職級。 去年度推行的「教師新職稱計劃」和「劃一服務條件」制度在一九九五至九六年全面實 施。八百卅二名具資格選擇新職稱的教師中,有六百八十八人選用新職稱;一九九五年八月 一日或以後受聘的教師則全部獲授新職稱。 校方於年內修訂教職員校外專業服務規則和出任有報酬公職之規則,以提供更清晰指 引。 為響應政府新法例,大學制訂「性騷擾政策」,敦促員工注意處理校內性騷擾投訴的程 序;又研究如何修訂校內政策,以符合《個人資料(私隱)條例》之精神。 To meet the growing need for quality staff, the University introduced a postdoctoral f e l l ows h ip scheme d u r i n g the yea r and set up the Special F u nd for Professorial Appointments for 1995-98. This special f und enables department s to appoint distinguished professors for a term of one to three years so as to strengthen academic leadership. Ma n y personnel policies were reviewed. A consolidated Policy on Research, Consultancies and Intellectua l Property was i mp l emen t ed to p r o v i de guidance to University staff and to protect the intellectual property rights of the University and its employees. New guidelines for teaching staff appointmen t were d r awn up to streamline the recruitment procedures as well as increase efficienc y and accountability. To maintain the quality of teaching, course evaluation results have since 1995-96 become a n element i n staff appraisal exercises, p r o v i d ed that such results are channelled t h r ough the department chairs concerned w i t h due interpretation. Two teaching support grades were reviewed: the job requirements o f teaching assistants/graduate assistants were clarified; the tutor / demonstrator grad e was re-established to allo w departments greater flexibility in the recruitment of staff. 教職員 Staff 42
