DELEGAT I ON TO JAPAN A t e n -memb er delegation of the University, led by the Vice-Chancellor, visite d Japan f r om July 26 to Au g u st 9 on the invitation o f the Japanese Go v e r nme n t. T h e itinerary included visits t o ten universities and various libraries and museums in th e cites of T o k y o, Osaka and K y o t o. Composed o f three faculty members f r om each of the Fo u n d a t i on Colleges, the delegatio n included teachers in the fields of science, commerce, arts and social science. T h e ma in object of the t r ip was to establish a closer relationship between the universities of H o n g K o n g and Japan. ‘ T h e re were not o n ly opportunities to discuss generally the organization, p l a n n i n g and problems of the universities, but also professors of their o wn fields were available to exchange views on teaching and research experience’’ said M r . S. K . Fang, deputy leader of the Delegation. ' T h e delegates were impressed by the atmosphere of learning in the universities and some of the mo d e rn teaching and research facilities. It was of particular interest to note that , for undergraduate teaching, the universities rely almost entirely on Japanes e books w r i t t en by Japanese authors or translated f r o m other languages', M r . Fang added. Several official dinners wer e given in h o n o ur of the visitors by the Japanese Go v e r nme nt in T o k y o and K y o t o. D r . C. T . Y u n g, the Pro-Vice-Chancellor, replaced D r . L i as leader of th e delegation d u r i ng the last stretch of the visit. D r . L i left Japan earlier to visit the Un i v e r s i ty of the Philippines. COLLEGE VICE-PRESIDENTS Dr. Ou Tsuin-chen, Vice-President (Acting President), New Asia College D r . Ou T s u i n - c h en was b o rn in Jukao, Kiangsu, China, in 1901. He graduated f r om th e National Southeastern Un i v e r s i ty w i th a B . A. degree in 1924. L a t er he pursued graduate studies at the Un i v e r s i ty of Paris and obtained his P h . D. there in 1931. T h e National Peking Un i v e r s i ty appointed D r . O u Professor in the De p a r t me nt of Educatio n u p on his r e t u rn to Ch i na in 1931. He became Head of the De p a r t me nt t wo years later, and remained in the post u n t il he was appointed Director of the De p a r t me nt of H i g h er Education, M i n i s t ry of Education, in 1938. L e a v i n g the M i n i s t ry in 1945, he taught at the National Central Un i v e r s i ty f r om 1946 to 1948. Between 1949 and 1958, D r . Ou served twice as V i c e - M i n i s t e r of Education. D u r i n g this period he also taught at N e w Asia College and the Na t i o n al Chengchi Un i v e r s iy and wo r k ed as Ma n a g i ng Ed i t or for Ch e ng C h u ng Book Comp a n y. I n addition to administration and teaching, D r . Ou has spent most of hi s spare time in w r i t i n g. H is publications include: An Outline of Philosophy ; A Treatise on Logic ; Logic ; Education Essays ; Principles of Moral Education ; La Doctrine P éd agogique de John Dewey ; Chinese Translation of A . Lalonde ' s Pr é cis Raisonn é de la Morale Pratique ; Chinese translation of John Dewey ' s Freedom and Culture . Mr. S. K. Fang, Vice-President, United College M r . Fang received his B.Sc. degree in industrial engineering at the Na t i o n al C h i a o - T u ng Un i v e r s i ty of Shanghai i n 1949. L a t er he studied mechanical engineering at the Un i v e r s i ty of Manchester, England , where he received another B.Sc. degree i n 1952. A f t er serving a two-year graduate apprenticeship in the Na t i o n al Gas & O il Engine Co. in England, M r . Fang went to Canada to pursue postgraduate studies at M c G i l l Un i v e r s i ty where he also wo r k ed as a demonstrator in the De p a r t me nt of Mechanical Engineering. H e was awarded the degree of Master of Engineering in 1956 and was appointed Research Enginee r at the Gas Dy n am i cs L a b o r a t o ry of M c G i l l Un i v e r s i ty for on e year. He later j o i n ed Mo n t r e al Engineering Co. L t d ., a consulting engineering firm in Canada, as Desig n Engineer of thermal power stations. I n 1958, M r . Fang was appointed lecturer at the Un i v e r s i ty of H o n g K o n g and assisted in p l a n n i ng the revival of the De p a r t me n t of Mechanical Engineering. He was appointed Head of the De p a r t me nt of Mechanical Engineering wh en it was resuscitate d in 1961. 5
