H . Spedding of I owa State Un i v e r s i t y. Professor Spedding is Director of the Ames Laboratory of the U . S. A t om ic Energy Commission and a leader in the research of Rare Earths. Professor Spedding spoke on “ A Review on Rare Ea r t h s ." • M r . Po - Ch u ng Chan, Research Fellow f r om the Un i v e r s i ty of Pennsylvania, Philadelphia, gave a lecture on " N e w T r e n ds in the S t u dy of I n d u s t r i al Ge o g r a p h y" on October 12 in the H i s t o ry and Geography De p a r t me nt of C h u ng Chi College. M r . Chan had long been a research worker in T a i wan before he we nt to the Un i v e r s i ty of Pennylvania in 1963. He stayed in Pennsylvani a u n t il June, 1966, wh en he travelled to Europ e to do research on various problems of industrial development. He was i n H o n g K o n g for a few days on his way back to T a i wa n. • A p u b l ic lecture, sponsored by the Chinese De p a r t me n t, C h u ng C h i College, was given by M r . M i t s u Hara, Assistant Professor of the O t a ni Wome n 's University, Japan, on "Chinese Mu s ic and its Influence on Japan’’ o n October 25. D u r i ng the lecture, colour slides were shown, recording tapes were played and Japanese musical instruments were heard. • A garden party of the Staff C l ub of C h u ng Chi College was hel d on October 20 at the Chapel L o u n ge to welcome new members and to elect the Standing Comm i t t ee for the academic year 1966/67. T h e newly elected Comm i t t e e had its first meeting on October 27 to elect office-bearers. M r . L o Po Y i u was elected Presiden t of the Club. • T h e Staff Association of N ew Asia College has elected a ne w Executive Comm i t t ee for the academic year 1966/67, w i t h M r . Wa ng Chi as Chairman, M r . John T . S . Chen as Vice-Chairman. • M r . H o Kam - f a i, Head of the De p a r t me nt of Social Wo r k, U n i t ed College, has been appointed by H i s Excellency the Governor to be a memb er of the Ad v i s o ry Comm i t t ee on Social Wo r k T r a i n i ng for three years beginning f r om No v emb er 1 , 1966. • M r . W i l l i am C . C . K u n g, A c t i ng Head of the De p a r t me nt of Business Management, U n i t ed College, has accepted an invitation f r om the H o n g K o n g Management Association to give three lectures on Personnel Management in June, 1967, As a token of his support, M r . K u n g has undertaken to donate his lecture fees to the Association . A T h e Rev. F r a n k l i n Wo o, Associate Chaplain of C h u ng Chi , has been asked by the Wo r l d Student Christian Federation to serve as one of the Chaplains at their c om i n g strategy consultation for Asia to be held in H o n g K o n g d u r i ng the week No v emb er 6 t h r o u gh 13. • C h u ng Chi Student U n i on has organized seven k u o yü ( Ma n d a r i n) classes w i t h approximately 17 0 participants. Comme n c i ng f r om October 6 , the classes meet on Tuesdays and Thursdays. A kuoyü Week w i l l be proclaimed some time in December to popularize the speaking of kuoyü in the College. Memb e rs of the College are encouraged to speak kuoyü as mu ch as possible in conversation as well as in lectures. • Students of the De p a r t me nt of H i s t o ry and Geography, C h u ng Chi College, were led by the Department's Lecturer, M r . H . L . Tschang, on at rip to L a n t au Island, Chi M a Wa n, Cheong Sha L a u, and other nearby places for geomorphological studies in October. • A s w i mm i ng competitio n across the T o l o Ha r b o u r, one of the traditional annual sports events j o i n t ly sponsored by the De p a r t me nt of Physical Education and the Student U n i on of C h u ng Chi College, took plac e on September 30, 1966. Da v id T o n ge was the first man to finish the course and Phyllis H ö r ma nn w o n the women's title. • M r . De n n is Parker , Senior Education Officer ( Mu s i c) of the Education De p a r t me n t, H o n g K o n g Go v e r nme n t, visited the Mu s ic De p a r t me nt of C h u ng C h i College on Thursday , October 20, 1966. He gave an interesting and informative talk to the second- year music students on ‘ ‘ T he Education De p a r t me nt and Mu s ic in H o n g K o n g Schools." ANNUAL REPORT ON THE COMMONWEALTH SCHOLARSHIP AND FELLOWSHIP PLAN T h e Commo nwe a l th Scholarship and Fellowship Plan was b r o u g ht into being by the First Commonwealth Education Conference held at Ox f o rd in July 1959, wh i ch in t u rn was convened as a result of deliberations at the Commo nwe a l th T r a de and Economic Conference at Mo n t r e al in Augu s t, 1958. T h e general basis of the plan, wh i ch is essentially that of bilateral arrangements between any t wo Commo nwe a l th countries, was confirmed at the Second Commo nwe a l th Education Conference at N ew D e l hi in January, 1962, and at the T h i r d held at Ottawa in Augu s t, 1964. 8
