No. 353, 4.3.2010 NEWS & EVENTS 中大成立全球經濟及金融研究所 Institute of Global Economics and Finance Established • 金 融海嘯剛去不遠,晉身 全球第二大經濟體的 中國應以甚麼思維應對未來的 挑戰?大學成立全球經濟及金 融研究所,為日益開放的中國 經濟體系籌謀獻策。 該所的研究將促進和刺激嶄新 理念的交流,推動制訂影響深 遠的新政策和措施,並帶動討 論。研究所由經濟學講座教授 廖柏偉( 圖 )擔任所長,其他成 員包括藍饒富暨藍凱麗經濟學 講座教授劉遵義校長、兩位均兼為博文講座教授及諾貝爾 經濟學獎得主的莫理斯和蒙代爾、經濟學系系主任宋恩榮 教授、財務學講座教授楊瑞輝,以及香港特區金融管理局 前總裁任志剛先生。 廖教授說,研究所將有工商管理學院和經濟學系的雄厚教 研實力與資源作支援,「我們希望為中國貨幣與金融體系 的現代化一盡己力,引進新思維模式,研議政策,為中國的 金融現代化指出新路徑。」 研究所亦將開辦行政人員課程,針對中國開放所需,教授 全球金融和銀行業務新發展的知識,提升學員的專才。 廖教授說:「課程的對象是內地、香港和海外的銀行、保 險、經紀業界的高級專業人士和行政人員,以及 政府和監管機構。深遠的影響已迫在眉睫,我們 需要有應變能力的專家和制訂政策者。這些行 政課程正切合實務所需。」研究所現正籌劃今夏 舉辦一個盛大的研討會。 I n the wake of the financial tsunami, China as the second largest economy in the world should rise to new challenges. To this end, the Chinese University has established the Institute of Global Economics and Finance to contribute conceptual and policy ideas to the opening up of China’s financial system. The institute’s research will facilitate and stimulate the exchange of new ideas and the formulation and debate of new policies and measures that would have important consequences. Prof. Pak-wai Liu (photo), Professor of Economics, is appointed as the institute’s founding director. Members include Prof. Lawrence J. Lau, Vice- Chancellor and Ralph and Claire Landau Professor of Economics; Prof. Sir James Mirrlees and Prof. Robert A. Mundell, both Distinguished Professors-at-Large and Nobel Laureates in Economic Sciences; Prof. Sung Yun- wing, chairman of the Department of Economics; Prof. Leslie Young, Professor of Finance; and Mr. Joseph Yam, former chief executive of the Hong Kong Monetary Authority of the HKSAR. The institute will draw on the educational and research strengths and resources of the Department of Economics and the Faculty of Business Administration. Professor Liu said, ‘We hope to make contributions to the modernization of China’s monetary and financial systems by imparting new ways of thinking, hammering out policy recommendations and pointing out new paths for the modernization.’ The institute will also offer executive education programmes to enhance the knowledge and expertise of participants in new developments and ideas in global finance and banking that are essential to China’s opening up. Professor Liu said, ‘The programmes target high-level professionals and executives from the banking, insurance, brokerage sectors as well as regulators and government agencies on the mainland, in Hong Kong and overseas. At a time when rapid and far- reaching changes are imminent, we need professionals and policy-makers who can manage the changes. The executive programmes will address this most practical issue.’ The institute’s first offering will be an inaugural conference in the summer. 國際樂施會執行總監論救援的發展 Oxfam Executive Director on Development of Aid • 國 際樂施會 執行總監 Mr. Jeremy Hobbs應 逸夫書院邀請,擔任2009至 10年度邵逸夫爵士傑出訪問 學人。他在2月3日主講「從 豬、鴨、羊到積極公民:由傳 統救援到以權為基的發展」, 吸引逾二百名師生出席。 Mr. Hobbs指出愈來愈多人提 倡以發展為本的援助,將應付 結構性貧窮的方向,由治標改為治本。這種轉變促使救 援組織負責人提高一己的問責,於管治和管理兩方面都 帶來更大的挑戰。隨着公共政策議題更易為大眾審察, Mr. Hobbs explained the adoption of advocacy approaches which address the structural causes of poverty, not just the symptoms. This signals a shift towards holding duty bearers accountable for their actions which will bring big challenges to governance and management. Higher public visibility on public policy issues requires the need for higher levels of public accountability. Accountability is the key to good governance, improving the quality of aid and creating democratic space for communities. Jeremy Hobbs, executive director of Ox fam Inter national, wa s invited to visit Shaw College as Sir Run Run Shaw Distinguished Visiting Scholar 2009–10. His lecture entitled ‘From Pigs, Ducks and Goats, to Active Citizenship: The Transformation of Traditional Aid to Rights-based Development’ was attended by over 200 staff and students on 3 February. 黃林秀蓮訪問學人到訪 Siu Lien Ling Wong Visiting Fellow • 崇 基學院邀得台灣陽明大學生化暨分子生物研究所 翟建富教授出任2009至10年度黃林秀蓮訪問學 人,於1月24日至2月6日到訪書院,除公開演講外,並出席 崇基周年教育研討會、周會演講、校園生活午餐會演講及 吐露夜話等師生聚會。 翟教授早年於英國University of East Anglia 取得博士學 位後,獲聘劍橋大學生化系博士後研究員。他於1987年轉 赴台灣陽明醫學院(現易名為陽明大學)任教至今。翟教 授一直致力教研,獲授不少獎項,包括台灣教育部的傑出 大學教師獎、嚴慶齡基礎科學研究獎及台灣大學聯合系 統2009年度優異學術論文獎等。 C hung Chi College invited Prof. Chak Kin-fu from the Institute of Biochemistry and Molecular Biology, Yang Ming University, Taiwan to serve as its Siu Lien 崇基學院院長梁元生教授(右)致送紀念品予翟建富教授 Prof. Leung Yuen-sang (right), head of Chung Chi College, presenting a souvenir to Prof. Chak Kin-fu Ling Wong Visiting Fellow 2009–10. During Professor Chak’s two-week visit to the College from 24 January to 6 February, he exchanged views with College students and staff members in a series of activities including the Annual Education Conference, College Life Luncheon Talk, College Assembly and Tolo Nocturne. Shortly after attaining his PhD from the University of East Anglia in the UK, Professor Chak worked as a postdoctoral fellow in the Department of Biochemistry at the University of Cambridge. In 1987 he took up a teaching position at Yang Ming Medical College (now renamed Yang Ming University) in Taiwan. Dedication and diligence have won Professor Chak various teaching and research awards over the years.
