On Responsibilities T h e main responsibilities of an External Examiner are:— (a) “ t o determine the final f o rm of the question papers for the subject field for wh i ch he is appointed after discussion or exchang e of correspondence w i t h the Examination Panel t h r o u g h its Chairman and, at hi s discretion, to devise or designate in ever y paper one or two compulsory questions of basic importance to the field or to re-shape any of the questions submitted. (b) " to scrutinize the wor k of the candidates and to assess and determine i n consultation w i th the Examination Panel t h r ough it s Chairman their final grades in the examination, and (c) ‘‘after the examination t o submit a confidential report to the Vice-Chancellor on the conduct of the examination, and the performance of the candidates, and at the same time to give his views on the developmen t of the Un i v e r s i t y .” SURVEY RESEARCH CENTRE T h e Chinese University of H o ng Ko n g, in co-operation w i t h the Survey Research Centr e and the Centre of Chinese Studies of the University of California at Berkeley, w i ll establish a Survey Research Centre here to facilitate research o n Chinese society, it was announced on January 13. T h e new Centre w i ll be under the directorship of D r . Robert E. M i t c h e l l, Associate Director of the Centre at the University o f California, who w i ll arrive in early February to tak e up the post. “ T h i s w i ll be the t h i rd research centre established by the Un i v e r s i ty in th e Institute of Social Studies & the Huma n i t i e s ", said D r . C h o h - M i ng L i , the Vice- Chancellor, who is also concurrently the Director of the Institute. ‘ ‘ T he other two centres are the Economic Research Centre and the Mass Communication s Research Centre. " I t has been widely recognized among social scientists that there is an urgen t need of a centre to collect information and have it systematically categorized and summarized. T h is wo rk is at once basic and indispensable to the development of al l social science disciplines. I t also provides the government w i t h quantitative data vital to the formulatio n of sound social policies. T h e new Survey Research Centr e is aiming to meet such need. “ T h e immediate task of the Centre w i ll be to design and draw precise samplin g of H o ng K o n g residents. I t w i ll also embark upon programmes to advise scholars on thei r research designs and instruments relating to Chinese society i n general and the H o n g K o ng population in particular. A l l these w i ll give students ample trainin g facilities in modern social scicnce methodology—the collection and analysis of data.” T h e Chinese University has earmarked part of the Fo rd Foundation grant fo r the salary and travel of the Director. Prof. Charle s Glock, a well-known sociologist and Director of the Californian Survey Research Centre, had mad e several trips to H o n g K o n g to discuss the co-operative programme w i t h D r . C h o h - M i ng L i . D r. Li, before he came to H o n g Ko n g, was the Director of the Californian Centre of Chinese Studies. I n his announcement, D r . L i said: " T h e establishment of such a Centre is one of the aims of the Chinese University to establish closer inter-university co-operation. I t is hoped that th e Centre w i ll receive both local and overseas support in funds and personnel."
